HomeMy WebLinkAbout03/27/1979 Business Meeting 221 JOINT MEETING MARCH 27, 1979 COUNCIL, HUD, AND HOUSING AUTHORITY COMMISSION The City Council met with representatives of HUD and the Yakima Housing Authority. Council members present were Mayor Betty L. Edmondson, Henry Beauchamp, Lynn Buchanan, Don Hinman, Nadine Lee, Jack Sparling and Gordon Wonder. Representatives from HUD were Ed Moger, Area Manager, Herb Gibbons, Multi-Family Housing Representative, and John Wolf, Pro- duction Housing Manager. Commission members present from the Yakima Housing Authority were Tom Hargis, Chairman, Tom Bostic, Mamie Morrison, II/ Maud Scott, and Margaret Weaver. Others participating in the meeting were Micki Pappas, Executive Director of the Yakima Housing Authority, Bill Aubrey, representing IHN Developers, Ed Weber, architect, Carol Darby, Director of Community Development, and Dick Zais, Yakima City Manager. Micki Pappas gave a brief summary of the project and stated that the purpose of this meeting is to discuss some of the concerns raised by the citizens. Various citizens had voiced concern regarding population den- sity, site selection and lack of citizen input. She reported that 129 applications were received yesterday for the 60 units. Based on those applications, the majority of the people are presently residing in the southeast and northeast section of the City. She stated that the Hous- ing Authority has met at least once a month; those meetings were public, and the meeting times were published in the local newspapers. She reported in the last two years mo more than 7 citizens have attended their meetings. Bill Aubrey, Development, stated that his firm has been doing HUD sponsored housing projects for three years. He spoke about the concern raised about the density of the project, stating they are well within the R-3 Zoning regulations of the City. The six sites of the 80 units could hold 216 apartments comfortably. Mr. Moger re- ported that the 80 and 60 unit projects are within HUD's guidelines and Housing Assistance Plans as far as the guidelines for scattered sites are concerned. He stated that what has been submitted for the 80 units from the Housing Authority seems to be acceptable. He stated that the Housing Authority has the option to withdraw and resubmit new recom- mendations or work with the developer and find alternative sites. Discussion ensued regarding the alternatives suggested by Mr. Moger, several Council members and Housing Authority Commission members ex- pressing concern that the project might be put in jeopardy should there be a delay in the approval of the project. Another alternative dis- cussed was to trade Housing Authority property for some City owned property at the old fire training site in order to exchange some of the larger units on Site C for some of the small units on Site A. City Manager Zais stated that he would investigate that possibility to see if there would be any restrictions on the old fire training site property. The time factor is critical. Council would have to approve the property trade at their next meeting. Mr. Moger stated they would commit them- " selves to 30 days maximum for the review process from the time they receive the alternative plan. Mr. Bostic requested that Mr. Moger inform the Housing Authority if they thought this trade would delay the project to the point of jeopardizing the whole thing. Council members voiced support of this alternative plan. The meeting adjourned at the hour of 4:30 P.M.
