HomeMy WebLinkAbout05/14/1981 Adjourned Meeting (2) 3 5 MAY 14, 1981 ADJOURNED MEETING -- URBAN AREA PLAN The City Council met in session on this date at 2:00 P.M. in Room 104 at the Yakima County Courthouse. Council members present were Assistant Mayor Don Hinman, Henry Beauchamp, Lynn Carmichael, Bruce Crest and Shirley Doty. Mayor Betty L. Edmondson and Council member Lynn Buchanan absent. Yakima County Commissioners present were Chuck Klarich, Graham Tollefson and Jim Whiteside. Union Gap Mayor John Hodkinson was also present. Dick Anderwald, Director of Yakima County Planning Department, and Rick Faith, County Planner, explained the County Rural Zoning Map. Commis- sioner Klarich stated that this was brought up because of the interface thisAlaS Ciith Urban Plan. Larry Wright, City of Yakima Plan- ning Manager, explained a map which shows alternatives for the service boundaries for the Urban Area Plan. He stated that he primarily used the alternative no. two map that was before the Regional Planning Com- mission. Discussion followed on the boundary lines on the east; Mr. Wright explaining that the Yakima River Greenway Area was included in the Planning Boundary. Commissioner Whiteside expressed his concern in the City's ability to serve the area on the west side which lies between the service boundary and the planning boundary, and asked how the City justifies that boundary. Larry Wright stated that there now exists some areas that are developed to urban standards. Assistant Mayor Hinman stated that the reason for the planning boundary is to prohibit exten- sion of the City into some of those rural suburban areas. He stated that if the City is expected to serve those urban areas, then the City should have the option to annex those areas. Union Gap Mayor Hodkinson commented that he perceives that the area west of Union Gap would come into the City limits by the year 2000. Commissioner Tollefson stated that all areas that could reasonably be expected to be within the City within the year 2000 should be in the service boundary. He stated that he is concerned about those areas that clearly won't be within the City limits or those that cannot be provided with sewer service should not be in the boundary. Council member Caiinichael stated that the City's interest is not just predicated on utilities; there are other factors to consider, i.e. roads, parks. Commissioner Whiteside stated that he understands the Urban Service Boundary is the area in which 80% can be served by the present sewer facility through the year 2000. He asked why a "never-never land" is being created between the service boundary and planning boundary. Commissioner Klarich stated that that area is to be regulated in some way and to be left dense which is the purpose of the Rural Land Use Plan. Council member Carmichael stated she needs some guarantee other than the County's Rural Land Use Plan because some of the development in those areas impact the City in an adverse manner. Commissioner Tollefson requested the City to explain the significance between the planning boundary and the service boundary. Larry Wright pointed out some short plats in the area between the boundary lines. Dick Anderwald explained the criteria for short plats in the County. Commissioner Klarich stated that those people who live out there don't want future development, and he believes the interceptors will encourage that. Assistant Mayor Hinman stated that the City's biggest concern is about the growth of an area that was not anticipated. Commissioner Tollefson stated that he is still concerned that we face the potential of using the whole capacity of the treatment plant before the year 2000 and still not serve the people who we originally wanted to serve. Commissioner Whiteside suggested that perhaps the Urban Service Boundary should be expanded and .eliminate the planning boundary. Discussion followed on whether staff should prepare a summary of the intensity zoning ordinance. It was the general consensus that the City and County staffs do some preliminary work on an intensive zoning ordin- ance. 360 MAY 14, 198.1 ADJOURNED MEETING -- URBAN AREA PLAN The next meeting will be May 21, 1981, at 2:00 P.M. in the Yakima County Courthouse, Room 104.
