HomeMy WebLinkAbout09/01/1981 Special Meeting f it■ SPECIAL MEETING - URBAN AREA PLAN September 1, 1981 The City Council met in special session on this date at 11:00 A.M. in the Conference Room of City Hall, Yakima, Washington, for the purpose of reviewing the tentative agreements and outstanding issues re the Urban Area Plan, before meeting with the County Commissioners at 11:30 A.M. Council members present were Mayor Betty L. Edmondson, Henry Beauchamp, Lynn Carmichael, Shirley Doty and Don Hinman. Council member Lynn Buchanan absent. Mayor Edmondson stated that she had gone through the unresolved issues and has some questions about some of then or clarification was needed regarding the County proposal on Issue No. 2. There was discussion regarding this proposal and the interpretation of the meaning of the wording regarding annexation and the signing of the outside utility agreement. Several Council members were concerned about the wording in the first paragraph that indicates that prior to receiving sewer service from the City, existing development shall be required to immediately annex if feasible, or sign an agreement to the effect that a petition to annex to the City of Yakima will be approved -- subject to the annexation meeting the criteria of the Boundary Review Board. City Manager Zais pointed out that this is according to law, that the Boundary Review Board reviews the proposed annexations according to certain criteria. Carol Darby, Director of Community Development, and Larry Wright of the Community Development Department spoke to this matter giving their opinions and also information regarding annexation of properties not contiguous. After further discussion regarding the County's proposal for Resolution of Issue No. 2, it was pointed out by City Manager Zais that much of the language in the proposal is very similar to what is already in the existing wastewater agreement and when questioned as to why it should be in this proposal, he stated that as he understands the issue, it is to have some assurance that it isn't just the City making that judgement - that the Boundary Review Board exercises its authority. Mayor Edmondson again expressed her concern about this wording in the County proposal. It was further discussed and the general consensus of the Council was to leave out the part about the Boundary Review Board since that is already covered by law and for the first paragraph to read: "Existing development (including individual residences) shall, prior to receiving sewer service from the City, be required to immediately annex, if feasible to do so, or to signing the outside utility agreement." Then leave out the rest of that sentence - and then leave in the rest of the paragraph fran *EXCEPT - etc. Mayor Edmondson expressed her concern about Union Gap having a vote on the Regional Planning Board regarding these matters, when they are not following the same policies inside the City Limits of Union Gap and asked if any other Council members have this concern. If not, she will not bring it up at the meeting with the County Commissioners. Although some concern was expressed, it was the general consensus of the other Council members that they were not interested in making an .issue of this.
