ADJOURNED MEETING -- URBAN AREA PLAN
APRIL 30, 1981
The City Council met in session on this date at 2:00 P.M. in the Sanctu-
ary Restaurant, Yakima, Washington, with the Yakima County Commission-
ers. Council members present were Mayor Betty L. Edmondson, Henry
Beauchamp, Lynn Carmichael, Bruce Crest, Shirley Doty and Don Hinman.
Council member Lynn Buchanan present after 3:05 P.M. Yakima County
Commissioners present were Chuck Klarich, Graham Tollefson, and Jim
Whiteside. Also present was Union Gap Mayor John Hodkinson.
Commissioner Klarich stated that the County Commissioners had received
the City's response to their issues and will discuss Item No. 4 first,
according to the City's priorities.
ISSUE 4 -- Shall the Wastewater Allocation Plan be adopted by all'sign-
ers of the Wastewater Agreement?
11/ Commissioner Klarich stated that the City's response made
reference to the Beck study. He stated that Resolution No.
D-4284, unilaterally adopted by the City of Yakima, addresses
the Wastewater Allocation Plan. He suggested that this could
possibly be addressed and the resolution be adopted by the
County. Mayor Edmondson stated that she cannot understand the
difference, as the Resolution was setting in the City's policy
as an interim to administer the Wastewater Facilities as set
forth in the Yakima' Wastewater Allocation Plan. Commissioner
Tollefson stated that if we agree that the Beck Study is the
only allocation plan that exists, then this difference is
eliminated. The Beck Study allocates sewer capacity on a
geographical basis. The Resolution by the City changes that
from a geographical to jurisdictional basis. Mayor Edmondson
stated that once the Plant is completed and the capacity is
_ known, then we could sit down and come up with a formula on
the allocation. Commissioner commented that if we
cagree that the only basis that has been agreed on is the Beck
Study and if we agree that any changes to that needs to be
amended by all parties, then the difference is eliminated.
Commissioner Klarich stated that if there are to be any
,changes to be made before the completion of the Plant, then
all parties should adopt it. Mayor Edmondson stated that the
City of Yakima cannot change the agreement, and she does not
think there were any changes involved in that Resolution.
Commissioner Tollefson stated that they understood that the
Beck Study is not the allocation plan; that this would super-
sede it as the basis for allocation. Mayor Edmondson stated
that is not right. rCommissioner Klarich commented that they
have five suggested changes regarding the Resolution, however
if that Resolution does not apply because it was not signed by
everyone, then lit need not be discussed. Mayor Edmondson
stated that the City did not say that it doesn't apply. She
stated that this was to clarify the allocation on number and
service area to the existing wholesale users. The potential
was also outlined if the County were to become a wholesale
user. This does not supersede anything. It was to clarify as
a policy different users within an urban geographical
boundary. Council member Doty inquired why this issue was
brought up. Mayor Edmondson stated that the City of Union Gap
and the County Commissioners have written a letter about the
allocation plan, and in order to 'clarify policy of intent,
using the - Beck Study as a was to define an area of
service based on the fact that we still have to wait until it
is finished and look at it again. There is nothing changed.
The Council can't change the:formula the Beck Study. She
stated that this was a policy for the Council as a guideline
-for future action. Commissioner Tollefson-stated that this
Resolution is a City- policy only, and does'not Laffect the
Regional Wastewater Treatment Plant. It was the general
consensus that an agreement on Issue No. 4 has been reached,
and a written.statement will be prepared by staff for the next
meeting. He stated that upon completion.of an agreement on
all 12 issues we would adopt the total agreement. Mayor
Edmondson commented that she feels an issue was clarified and
that there wasn't any'disagreement.

ISSUE 5 -- Shall an Urban Area Sewer Study be jointly prepared by the
City and the County?
Commissioner Klarich stated that instead of an Urban Area
Sewer Study there should be a comprehensive sewer plan based
on the Beck Study. Discussion followed regarding preparation
of the plan, and it was the general consensus that it be done
in a manner similar to the drainage study. Commissioner
Tollefson commented that the Urban Area Plan doesn't need to
have the specifics in it, but it is our goal to have a com-
prehensive sewer plan. Mayor Edmondson and Mayor Hodkinson
agreed with that statement.
ISSUE 6 -- Shall the urban planning boundary be reduced to the urban
service boundary?
Commissioner Klarich stated that he understands that only 80%

of the Urban Service Boundary can be served, and perhaps it
should be reduced. Part of the Urban Service Boundary is in
the Yakima Indian Nation and maybe that area could be deleted
since they have indicated they did not wish to be included.
Council member Hinman commented that the City does not want to
develop another City limits line, and have another area that
may or may not be served by utilities. He stated that we need
to have a large enough area where we can continue the develop-
ment within a certain area. Referring to three maps which
give alternate boundaries, Commissioner Tollefson commented
that these maps were discussed at the Regional Planning -Com-
mission hearing. The three alternate boundaries were ex-
plained: Map 1 excludes the Yakima Indian Nation, Map 3 would
have the same boundary as the Urban Service Boundary, and Map
2 is a compromise between Maps 1 and 3, which shows a poten-
tial future growth beyond the capabilities of the area we can
serve now. Mayor Edmondson commented that she would be wil-
ling to look at changing those lines and discussing it, but to
bring it back to the service boundary would be defeating the
purpose of having an agricultural area, buffer zone service
area. There was further discussion regarding the boundary and
Council member Hinman stated that he would like staff to
examine Alternative No. 2. Commissioner Whiteside stated that
there is an area in that Urban Planning Area that is impacted
by the Urban Rural Land Use Plan. Mayor Edmondson inquired if
the Rural Land Use Plan conflicts with the Urban Planning Area
and Commissioner Whiteside stated that it does. (Council
member Buchanan present after 3:05 P.M.) Following further
discussion about changing the boundaries, it was the general
consensus to discuss this again in two weeks after the cities
of Yakima and Union Gap have reviewed this proposal and the
maps and invite a representative from the Terrace Heights
Sewer District to attend the meeting.
ISSUE 12 -- Whether Urban Area Zoning should be accomplished by (1) Co-
ordinatin: the existing City and County Zoning Ordinance, or (2) Prepar-
ing a new Intensity Zoning Ordinance.
Commissioner Tollefson expressed his concern that the Inten-
sity Ordinances would be premature at this time in the pro-
cess. He commented that if all the other problems can be
worked out, it would be unnecessary to look at a new method.
Mayor Edmondson disagreed. She stated that the Urban Area
Plan is a policy and goal. She stated that the implementation
of this policy and goal are the zoning ordinances, and if we
don't adopt the compatible legislation, then this plan doesn't
mean anything. Council member Hinman suggested a hearing
examiner concept, who would deal in the Urban Area, using
County zoning for the County and the City using City zoning.
The real energy spent in the next couple of years would be to
put together a comprehensive intensity zoning plan. Commis-
sioner Klarich stated that he believes the City and County can
adopt some ordinances and become compatible in our zoning
ordinances immediately, and then if we go with a hearing
examiner, everyone will understand. Council member Hinman
suggested that staff come back with a report that states where
the differences are in the two zoning ordinances, and see if

we can get them resolved, and then go with a hearing examiner.
Commissioner Klarich stated that he would like to adbpt a plan
that we want to try to combine this. It was the general
consensus to direct staff to bring the information in two
weeks on the.differences between existing ordinances as they
apply to the Urban Area Plan. Mayor Hodkinson stated that
Union Gap should also compare their zoning ordinances to the
County's.
It was the general consensus to discuss Issues 10 and.11 next week. It
was the general consensus to meet.in the Union Gap City Hall meeting
room on Thursday, May 7, 1981, at 2:00 P.M.
