HomeMy WebLinkAbout08/25/1981 Adjourned Meeting ADJOURNED MEETING - URBAN AREA PLAN 53 August 25, 1981 The City Council net in session on this date at 11:30 A.M. in Roan 104 at the Yakima County Courthouse, Yakima, Washington. Council members present were Mayor Betty L. Edmondson, Henry Beauchamp, Lynn Carmichael, Shirley Doty and Don Hinman. Council members Lynn Buaharan,and Bruce Crest absent. County Canmissioners present were Chuckllaii6h and Jim Whiteside. Union Gap Mayor John Hodkinson was also present. Larry Wright, City of Yakima Planning Manager, stated that there were significant changes made, based on last week's discussion. He described how issues one, two and three fit together. He stated that the resolution on page "A" is a recommendation by both City and County staffs. The reason it lists 5 years is to enable an area to get both water and sewer service and then possibly include street improvements at a later date. Canmissioner Klarich expressed his concern about restricting the individual who does not live in the Fruitvale, Fairview/Sumac or Broadway area who wants to connect to the sewer, but possibly is not in a logical area for annexation nor an asset to the City. He stated that that person would be paying CCRC and a sewer rate of 11/2 times for that service. He stated that economically for the City, County and the resident, we should drop #2 and hook people up to the sewer. Mayor Edmondson stated that the City has a policy and a reason for that policy which provides for the orderly future growth of the City. Mayor Hodkinson stated that those properties would either be annexed to the City of Yakima or stay in the County. Mayor Edmondson stated that the City has tried to compromise, but can't compromise what is felt to be important to the future growth of the City. Discussion continued regarding the City's outside utility policy until Mayor Edmondson requested a caucus at 12:03 p.m. The meeting resumed at 12:25 p.m. Mayor Edmondson reported that the Council members feel the joint staffs have done an excellent job and don't see the need to make any Changes to these recommendations. Canmissioner Whiteside stated that he does not have any problem with the agreement that was developed by both staffs, however, he thinks we need to sit down and discuss this to see just exactly where we are and came back next week. Commissioner Klarich suggested that when addressing the single-family residential, we could say "upon a mutually agreed upon time." Discussion followed and Canmissioner Whiteside stated he would like to have a week to work on this. Commissioner Klarich commented that the single family dwelling has not been addressed and that could be considered Issue 13. Discussion continued regarding the boundary and sewer allocation plan; Council member Hinman stating that the allocation can't change unless , agreed upon by all three entities.
