ADJOURNED L+:!EETING - URBAN ARE.P:FLAN
June 2, 1981
The City Council met in session on this date at 11:30 a.m. in Room 104
at the Yakima County Courthouse, Council members present were Assistant
Mayor Don Hinman, Lynn Budhanan, Lynn Carmichael, Bruce Crest and Shir-
ley Doty. Mayor Betty L. Edmondson and Henry Beauchamp absent. County
Commissioners present were Chuck Klarich, Graham Tollefson and Jim
Whiteside. Union Gap Mayor John Hodkinson was also present.
Commissioner Whiteside distributed a written motion as follows: Con-
cerning issues No. 6, 7, 8 - (1) that there be only one boundary and
that be the Urban Service Boundary (generally defined as that portion of
the existing urban service boundary lying east of the Yakima River, the
Union Gap service area extended westerly to So. 18th Avenue and the
Yakima Service Boundary as detailed on the City's annexation policy
adopted in OuLdber 1979); and, (2) that the Regional Planning Canmission
be retained as a long range planning body; and, (3) that the Regional
II/ ' Planning Canmission be composed of: four members from Yakima City; four
members from Yakima County; one member from Union Gap; and, (4) that a
Hearings Examiner handle current planning decisions within the Urban
Service Area (except Union Gap Which shall retain its Planning Com-
mission for current planning matters) and that his decision be appeal-
able to the affected legislative authority. Council member Doty requ-
ested a caucus at 11:52 a.m. The meeting resumed at 12:14 p.m. Council
member Hinman stated that the City will agree to Items No. 2 and 4. He
stated that Its No. 3 and the motion depends on the City's answer to
Item 1. He stated that the Council members will meet on Thursday at
2:00 p.m. to tour the area and will cane back with a firm answer for
Items No. 1 and 3.
The next meeting will be held on June 9, 1981 at 11:30 a.m. at the
Yakima County Health District in Room B-32. The meeting adjourned at
the hour of 12:17 p.m.
