ADJOURNED MEETING
YAKIMA CITY COUNCIL/YAKIMA COUNTY COMMISSIONERS/UNION GAP
REGIONAL PLANNING COMMISSION/JOINT BOARD
SEPTEMBER 14, 1981
The City Council met in session on this date at 11:00 A.M. at the Yakima
Center in a joint meeting with the County Commissioners and the Regional
Planning Commission regarding the Urban Area Plan. City of Yakima
Council members present were Mayor Betty L. Edmondson, Clarence Barnett,
Lynn Buchanan and Lynn Carmichael. Council members Henry Beauchamp,
Shirley Doty and Don Hinman absent. County Commissioners present were
Chuck Klarich, Graham Tollefson and Jim Whiteside. Mayor John Hcdkinson
was present from Union Gap. Those members present fran the Regional
II/ Planning Commission were Kara Kondo, Kurt Layman, Tony Menke, and Bruce
Simpson. Regional Planning Commission members absent were Deborah
Patterson, Marnie Warnick, Champ Sanford, George Michel and Dave
Connell.
County Commissioner Klarich asked that everyone introduce themselves.
He stated that the purpose of this meeting is to review the draft of the
Urban Area Plan. MayorrEdmondSon stated that the County Commissioners,
Union Gap and city :of Yakima have adopted a calendar to follow to
canplete this Plan. She stated that the last day for the Regional
Planning Commission to hold a public hearing on this is the 29th of
September. Mr. Menke stated that the Regional Planning Commission does
not have a majority of its members present and there might be a problem
to act on this today. Bruce Simpson opened the Regional Planning
Commission meeting for the purpose of reviewing the Urban Area Plan. He
stated that there isn't a quorum present and suggested setting a time to
meet to review this and make recommendation for a public hearing date.
Following discussion, Dick Anderwald, Yakima County Director of
Planning, stated that the earliest time to hold the hearing would be
Monday, October 12, 1981 if the hearing were to be scheduled on the 29th
of Septenter. It was MOVED by Menke, seconded by Kondo that the public
meeting for the purpose of making recommendations on the Urban Area Plan
be continued to September 29, 1981 at 7:30 P.M. in the City Planning
Conference Room at Yakima City Hall. Unanimously carried by voice vote.
Connell, Patterson, Sanford and Warnick absent. Mr. Simpson turned the
meeting over to the Joint Board. Mayor Hodkinson convened the meeting
of the Joint Board; members present were Chuck Klarich, Graham
Tollefson, and Betty Edmondson. Don Hinman absent. Dick Anderwald
distributed the resolutions to the 12 issues agreed upon by Yakima
County, City of Yakima and Union Gap. He reviewed the issues
individually, explaining the compromises reached to resolve the issues
and responded to questions. Speaking about Issue Two, Mayor Hodkinson
requested an amendment to add the word "town" to include Union Gap. Mr.
Anderwald stated that he would add a third number and list Union Gap's
annexation policy and requested the language to use to do that. Under
Issue Two, there was some discussion about including the Capital Cost
Recovery Charge rate in the Plan. (Commissioner Tollefson absent after '
11:58 A.M.) Referring to Issue No. 7, Mr. Anderwald stated that it
should be 20 years. Mr. Layman suggested deleting the word "current" in
reference to Union Gap's Planning Commission, because it would sound
like anything after this time would be heard by the Hearing Examiner.
There was discussion regarding Union' Gap's intent for using their
Planning Commission for long range planning and membership on the
Regional Planning Commission. (County Commissioners Klarich and
Whiteside absent after 12:40 P.M.) Mayor Edmondson express ed her
concern about the membership composition on the Regional Planning
Ccmmission, stating that Union Gap would have a swing vote and no
responsibility. Kurt Layman spoke to that issue, stating that Union Gap
would want the benefit of the Regional Planning Commission's expertise
for long range planning. Discussion then followed on the role of the
Union Gap Planning Commission and if that would include their long range
planning. Yakima City Manager, Dick Zais, suggested that Union Gap
outline what they envision as to what has been agreed upon, and the
City's staff will outline in writing what is meant by long range
planning and what would came before the Regional Planning Commission.
Mayor Edmondson inquired if the Regional Planning Ccmmission would like
to have the Council members present at their October meeting and it was
their opinion that it is not necessary to have all the Council members
present, but if they wanted to come, they would be welcome. They
requested the expertise of the City's staff, though.

Tony Menke suggested an executive session of the Regional Planning
Ccmmission he held and the meeting for the Joint Board was adjourned.
It was MOVED by Carmichael, seconded by Buchanan that the meting be
adjourned at the hour of 12:55 P.M. Unanimusly carried by voice vote.
Beauchamp, Doty and Hinman absent.
