August 18, 1981
The City Council met in session on this date at 11:30 P.M. in ROOM 104
at the Yakima County Courthouse, Yakima, Washington. Council members
present were Mayor Betty L. Edmondson, Henry Beauchamp, Lynn Buchanan,
Lynn Carmidhael, Bruce Crest, Shirley Doty and Don Hinman. County
Commissioners present were Chuck Klarich, Graham Tollefson and Jim
Whiteside. Union Gap Mayor John Hodkinson was also present.
Mayor Edmondson reported that the Yakima City Council net to discuss the
proposal submitted by the County for the remaining issues as outlined at
the last meeting. She reported that the Council agrees with the
proposal for Issue Number One, using the policy as attached. She stated
that while the Council members understood the County Commissioners
wanting to add clarifying language ** _ Larry Wright, City of
Yakima Planning Manager, expressed the Council's concerns that this
language would effectively stop any annexations other than those in the
West Valley area. He suggested that if the County gets more actively
involved in neighborhood improvement programs, those programs should be

coordinated with the City's Block Grant efforts and the annexations be
considered on a case by case basis. Mayor Edmondson offered a language
substitution for the five year waiver,..."may be delayed for a period
mutually agreed to by both entities." She stated that there could be
language added where an area has a proven active neighborhood improve-
ment program for a period of five years or three to five yrs. Council
member Doty questioned what the County meant by "sewer service".
Commissioner Whiteside stated that they meant hook-up to the sewer.
Council member Doty inquired if water service should also be included
with sewer service and suggested the wording "water and/or sewer".
Commissioner Klarich stated that there are areas that need water even
before sewer service. He commented that it is fine to set up
neighborhood improvement programs, but there are people who need that
service now and those people who can finance it, should be able to hook
up with the idea they will improve the neighborhood. Commissioner
Whiteside questioned if the majority of the County, Council and Union
Gap would determine the "mutually agreed upon time". Council member
Hinman stated that the majority of the Council and Commissioners agreed
upon the Sunfair Chevrolet annexation waiver. Commissioner Tollefson
stated that he doesn't have any problem with the suggested wording; his
concern is that the residential owners are given a firm, known quantity
to deal with.
Mayor Edmondson repeated the resolution for Issue Number Two, including
the amended language. Commissioner Klarich suggested that a range of
time between 3 and 7 years to delay annexation. Discussion followed
regarding the delay period before annexation; Council member Carmichael
pointing out that each situation is different and may not fit a certain
time frame for annexation delay. Commissioner Whiteside expressed his
concern that the City only wants to annex the prime areas and not any
areas that are not developed. Mayor Edmondson stated that the City
wants to make the utility services available to the County residents,
but in a way that is acceptable to the growth of the City of Yakima. It
was the general consensus to agree to add the clarifying language to the
issue on Page UT 11. Council member Carmichael expressed the Cbuncil's
concern regarding Issue One where it would be possible to have citizens
request information on the feasibility of annexing to the City just out
of curiosity and cause two hours of staff time researching those
answers. Mayor Edmondson stated that Council agreed it was a good idea
and asked if the County Assessors Office could work with staff to break II/
down the information to make it easier to get the information. Larry
Wright suggested that perhaps the various taxing districts could be
shown graphically and display some of the other information so it can be
easily understood by anyone. The discussion regarding Issue Two was
resumed. Commissioner Klarich suggested sending this issue back to
staff and look at commercial, industrial and residential areas in terms
of health hazards. Commissioner Klarich was absent after 12:35 P.M.
Mayor Edmondson stated that the proposed schedule is an aggressive
schedule and staff and Council will work hard to meet that sdhedule.
Discussion then took place on the Hearing Examiner. Mayor Edmondson
stated that with the common zoning and subdivision regulations, the City
thought the Hearing Examiner would be making decisions on it, using the
guidelines because he is out of the political realm and if the
individual doesn't like that decision, it could be appealed to the
governing entity. Commissioner Whiteside requested time to review that
policy.

with the language as proposed.

It was determined that discussion on Issue One and the Hearing Examiner
will continue next week. The meeting adjourned at the hour of 12:45
P.M.
