URBAN AREA PLAN
June 23, 1981
The City Council net in session on this date at 11:30 a.m. in Roan 104
at the Yakima County Courthouse, Yakima, Washington. Council members
present were Mayor Betty L. Edmondson, Henry Beauchamp, Lynn Buchanan,
Lynn Carmichael, Shirley Doty and Don Hinman. Council member Bruce
Crest Absent. Yakima County COmmiSsionert present were Chuck Klarich,
Graham Tollefson and Jim Whiteside. Also present was Union Gap Mayor
John Hodkinson.
Mayor Edmondson stated that the City received a letter from the County
Commissioners ,regarding the moratorium and has sent a reply to their
request. ComMissioner TollefsOn'Stated that they received the City's
response.
Mayor Edmondson stated that the County was going to respond to the
City's proposal on the urban boundary and zoning concept. Commissioner
Klarich stated that the County is,not,prepared to discuss the boundary
proposal at this time and suggested discussion on the other items.
Commissioner Whiteside stated that the County would concur with the
makeup of the Regional Planning Commission. Commissioner Klarich
stated that issues 1, 2, 3, 9, 10 and 11 need to be discussed.
Issue No. 1, "Whether new developments receiving sewer service from the
City should annex for that service" was brought up for discussion.
Council member Carmichael reaffirmed the City's position and stated that
it is important for the City to be able to annex those areas that are
receiving City services. Commissioner Whiteside asked What the criteria
is to have the moratorium lifted. Council member Buchanan commented
that one of the reasons for the moratorium was that the City was finding
that the citizens who signed outside utility - agreements 'were not
honoring the annexation requirement. Commissioner Klarich stated that
that is an internal problem for the City and if that is the only reason
for the moratorium, it is wrong. Commissioner Tollefson distributed a
proposal for resolution of the remaining issues and a list of the
resolved urban area issues. He stated that the Commissioners would like
to postpone discussion on Issue No. 6 at this time. He stated that they
have a problem accepting the proposal of the urban boundary because it
will create a "no-mans land". The citizens residing between the present
service boundary and the planning boundary would have to be told that
they would have to develop to urban standards, but may not be able to
receive sewer service. He stated that that is the reason for wanting
the service boundary to be the extent of the boundary. Council member
Carmichael stated that it would not affect anyone in that area unless
they wanted to change to a higher development density and then it would
be only right that the Council be brought into that change td make sure
that the change is good for that area. Commissioner Tollefson stated
that the County doesn't want to say that this is not acceptable,
however, we have some problems with it. Mayor Edmondson commented that
the City has tried to compromise on these issues and if that can't be
done, it would go back to the original boundary given in the original
signed agreement. Council member Hinman suggested the City take the
COunty's proposal for review and then come back with an approach.
Following discussion and clarification of Issue No. 9, it was MOVED by
Whiteside, seconded by Beauchamp to accept Issue No. 9 as proposed by
the County. Council member Carmichael requested a brief caucus at 12:15
p.m. The meeting resumed at 12:35 p.m. Council member Hinman stated
that the City agreed to lift the moratorium once the Urban Area Plan is
adopted and signed by all the parties, including resolving Issues 1, 2,
3 and 6. He stated that the City would like to take these proposals
back for review and cane back with a suggested solution at the next
meeting. Council member Klarich expressed his concern about the length
of time it could take to complete this process. Commissioner Whiteside,

having reminded the Chairman of the motion on the floor, it was MOVED by
Edmondson, seconded by Buchanan to table the motion. Motion carried.
Whiteside voting nay. Commissioner Whiteside asked how a motion passes
around here considering the makeup of the group. Following discussion,
it was the general consensus that each entity would have one vote.
Discussion followed regarding the accomplishments and lack of
accomplishments in resolving these issues. Mayor Hodkinson stated that
Issues 1, 2 and 3 are the main issues and they have not been discussed
yet. Council member Hinman stated that the City's annexation agreement
needs to be clarified. Mayor Hodkinson asked how the City of Union Gap
can adopt that When they don't believe in the annexation policy. He

stated that they believe it is detrimental to the City. Council member
Hinman stated that the City of Yakina wants the option to annex those
areas the City is providing services. Commissioner Klarich stated that
-. -federal-funds were provided to build a regional sewer and the County
could have gone into the sewer business. He stated that even if the
County_had_gone into the sewer business, they would still have net to
resolve the issue of developing guidelines for development around the
City of Yakima. Canmissioner Whiteside asked if the County concedes and
agrees' to give the City the urban boundary, would the City give up their
annexation policy? Mayor Edmondson stated that she feels that once the
'urban area - boundary is done and we get mutual trust, that annexation in
the defined urban area could be dropped within a couple of years,
however, there are a lot of things that need to be done first.
Canmissioner Whiteside stated that if the City drops their annexation
policy, he believes that a nutual agreement can be reached. It was the
general consensus that if the City does not have a response prepared for
next week, then a meeting would not be held.
The meeting adjourned at the hour of 1:00 p.m.
