HomeMy WebLinkAbout06/16/1981 Special Meeting V V 5 JUNE 16, 1981 SPECIAL MEETING The City Council met in session on this date at 11:00 A.M. in the Coun- cil Chambers at City Hall, Yakima, Washington, for a special meeting called by Council members Crest and Doty to discuss the Urban Area Plan. Council members present were Mayor Betty L. Edmondson, Lynn Buchanan, Lynn Carmichael, Bruce Crest, and Shirley Doty. Council members Henry Beauchamp and Don Hinman absent. Mayor Edmondson asked the Council members how they wished to respond to the letters from the County Commissioners requesting the City to lift the Outside Utility Moratorium. Council member Doty stated that this subject was brought up at the end of the last joint meeting and we did not want to discuss this then. Council member Carmichael stated that she doesn't believe our position has changed greatly from the time the policy decision to suspend Outside Utility connections was adopted. Stating that our discussion with the County has not been completed, it was MOVED by Carmichael, seconded by Crest to reaffirm Resolution No. D -4449, adopted March 17, 1981. Council member Doty expressed her concern about this subject, stating there are a couple of issues that have not been discussed with the County, such as annexation. She questioned if it would be wise at this time to lift our moratorium. Mayor Edmondson stated that this was a temporary policy, however, she did not feel that this is the right time to consider lifting the moratorium because everything has not been resolved. Council member Buchanan stated that he thought this was adopted at a time when there were a lot of Outside Utility Agreements adopted that were not being honored. He stated that he did not feel we were tying it into the completion of the Urban Area Plan, however, he felt it was a little early to lift the moratorium. The question was called for the vote on the motion. Unanimously carried by voice vote. Beauchamp and Hinman absent. It was MOVED by Doty, seconded by Buchanan) to move into executive session for the purpose of discussing prospective litigation and disposition of property and then immediately adjourn the meeting. Following completion of executive session, the meeting was adjourned at the hour of 12:16 P.M.
