HomeMy WebLinkAbout08/11/1981 Adjourned Meeting i i ADJOURNED MEETING - URBAN AREA PLAN August 11, 1981 The City Council met in session on this date at 11:00 A.M. in Room 104 at the Yakima County Courthouse, Yakima, Washington. Council members present JelereMayor.Betty L. Edmondson, Lynn Buchanan, Lynn Carmichael, Shirley Doty and Don Hinman. Council member Henry Beauchamp present after 11:40 A.M. Council member Bruce Crest absent. County Commis- sioners present were Chuck Klarich, Graham Tollefson and Jim Whiteside. Also present was Union Gap Mayor John Hodkinson. The County proposal for resolution of the remaining issues, proposed schedule for adoption of the Urban Area Plan and Zoning Ordinance, and a summary of the hearing examiner process was distributed for the City of Yakima's and Union Gap's consideration. Commissioner Tollefson stated , y that the adoption schedule contemplates completion of this project by Mardi 1st. He commented that this phase of the program should be completed by September 8th, Mayor Edmondson inquired if this was done in conjunction with City/County staff and Commissioner Klarich stated that it was done by the County staff. II/ Mark Hinthorne, Yakima County Assistant Planning Director, reviewed the County's proposal for resolution of Issues, 1, 2 and 3, as follows: ISSUE THREE: Whether Annexation Policies Should Be Included In The Yakima Urban Area Plan County Proposal - Include pages 1 and 2 of the City's annexation policy and a summary of the annexation process as an appendix to the Urban Area Plan. Mayor Hodkinson inquired if this would be done for each city and Commissioner Klarich stated that it would be done for Union Gap also. ISSUE TWO: Whether Already Developed Areas, Where Potential Health Hazards From Well Contamination Exist, Must Annex Immediately For Sewer Service From The City County Proposal - Include an additional statement in Section Ten of the Wastewater Agreement, as follows: "Annexation of areas developed to urban density but not to urban standards shall be delayed for a period of at least five years after the provision of sewer service by the City." Council member Carmichael questioned when it would be considered that the resident is receiving sewer service - when the resident has the sewer line available or when everybody is hooked up? Mt. Hinthorne then added that the County would like a policy statement regarding the City's Capital Cost Recovery Charge included in the Urban Area Plan, on page UT 11. (Council member Beauchamp present after 11:40 A.M.) ISSUE ONE: Whether New Developments Receiving Sewer Service Fran The City Should Annex For That Service County Proposal - Any new developments receiving sewer service should annex to the City. An addition to page 10, Section 3 of the Wastewater Agreement should be made, as follows:" (The Joint Board) shall furnish a statement of taxes and assessments to any property owner who requests a sewer service from the City, indicates a desire to form a sewer LID inside the urban boundary, or has signed an Outside Utility Agreement and is requested .. the City to annex, that shows the property owner the comparative cost and other factors associated with annexing to the City versus remaining in the unincorporated area." Discussion followed and Mayor Hodkinson indicated that it appears that if an individual lives in the County and wants sewer service, he must sign an Outside Utility Agreement with the City of Yakima. Commissioner Klarich stated that there should be a paragraph for Union Gap and for the City of Yakima in Section 4. Commissioner Tollefson stated that this document needs to be revised to include Union Gap. Mayor Edmondson stated that Council would like to meet with City staff to review this proposal.
