ADJOURNED MEETING - URBAN AREA PLAN
June 30, 1981
The City Council met in session on this date at 11:30 a.m. in Roam 104
at the Yakima County Courthouse, Yakima, Washington. Council members
present were Mayor Betty L. Edmondson, Lynn Buchanan, Lynn Carmichael,
Shirley Doty and bon-Hinman. Council members Henry Beauchamp and Bruce
Crest Absent. County Commissioners present were Chuck Klarich, Graham
Tollefson and Jim Whiteside. Union Gap Mayor John Hodkinson was also
present.
Commissioner Tollefson referred to the position paper of 6/23/81 fran
II/ the Commissioners to the Council members and to the memo fran the City
Council to the Commissioners regarding this document. There was
discussion On :the first item listed No. n which the City
Council agreed, with the exception of the 7th line in which the Council
asked that the words "in, or supplements" be removed so that it
reads..."any changes to the Beck Study represents a change in the
agreement". After discussion which covered definitions and a
clarification of the term supplements, it was the general consensus of
those present to remove the words "in, or supplements" as requested.
The next item discussed was Issue No. 8. The City and County indicated
they would like to have something from Union Gap as to their position
regarding participation in the Urban Area Planning process. Mayor John
Hodkinson explained the Union Gap City Council wishes to retain its
Planning Cammission and would not use regional planner or hearing
examiner inside the City limits of Union Gap. Outside the City limits
of Union Gap in the urban area, they wish to participate in the planning
process and zoning process areas with the other two entities. There was
further discussion regarding clarification of this position and Mayor
Hodkinson was asked to bring the Union Gap position in writing to the
next meeting.
There was discussion regarding Issues No. 9-11 and the urban and service
area bouniparies. Also further discussion regarding the City of Yakima's
outside utility policy and how certain properties might be affected in
requesting service. It was not that many of these properties on the
boundary or line between Union Gap and Yakima would have to be
considered on a case by case basis and a determination made as to what
would be the most feasible method to handle the request for service.
Commissioner Klarich asked City Manager Zais how valid and binding is
the City's outside utility agreement. City Manager Zais stated that it
has been upheld in court several times over the years since it has been
in place -- since 1968. Also, it was noted that it is the City
Council's policy at the present time to require adherence to the outside
utility agreement policy.
It was not that there will not be a meeting until Tuesday, July 21,
1981 and it will be held in the Courthouse in Room 104 at 11:30 a.m.
The issues to be discussed at that time will be Issues No. 1, 2 and 3.
