HomeMy WebLinkAbout08/04/1981 Adjourned Meeting /, 9 o ADJOURNED MEETING - URBAN AREA PLAN AUGUST 4, 1981 The City Council met in session on this date at 11:30 a.m. in Room 104 at the Yakima County Courthouse, Yakima, Washington. Council members present were Mayor Betty L. Edmondson, Lynn Buchanan, Lynn Carmichael, Bruce Crest, Shirley Doty and Don Hinman. Council member Henry Beauchamp absent. County Commissioners present were Chuck Klarich and Graham Tollefson. Union Gap Mayor John Hodkinson was also present. Commissioner Klarich opened the meeting stating that the County and City staff have worked together and prepared several colored maps showing proposed changes in the boundaries. County Planning Director Dick Anderwald distributed written information on the Yakima Urban Area. He reviewed the charts explaining and defining the various colors and the new proposed boundaries - planning boundary, urban boundary and service boundary. He further referred to the maps and explained that in preparing these, they had looked at the development trends - urban, II/ sdbutban, rural residential, industrial, etc. He explained that the boundaries have been extended in some cases and in other cases reduced. The Union Gap 'and Terrace Heights areas remain undhanged. Only the changes were shown. He stated that the boundary turned out to be somewhat of a compromise between what the County had proposed and what the City of Yakima had proposed. Larry Wright, City of Yakima Planning Manager, answered questions regarding the number of units allowed in urban, suburban and rural areas - also the other categories mapped out - agricultural and general rural. Commissioner Tollefson statpd that the County can support this new boundary. It was the general consensus of the Council members that the City support the newly drawn boundary. It was the general consensus of the Council members and County Canmissioners present. that the compromise boundary is workable. Also, this means that issues 4 through 12 have been accepted and there are only the last three - issues 1, 2,and 3 to discuss and handle. Mayor Edmondson explained that both the County Commissioners and Council members will be holding public hearings to inform and hear from the staff and public regarding the Urban Area Plan. Mayor John Hodkinson stated that he has no problem with the boundary, that the only consideration he is asking for at this time is the extension of their service area. It was also the general consensus of those present that the two staffs get together and work pp a time table of When the County and City should again discuss these matters. After discussion, the meeting was adjourned at the hour of 12130'AD:fn.
