HomeMy WebLinkAbout07/28/1981 Adjourned Meeting L1[) - r �u ADJOURNED MEETING - URBAN AREA PLAN JULY 28, 1981 The City Council met in session on this date at 11:00 A.M. in Room 104 at the Yakima County Courthouse, Yakima, Washington. Council members present were Mayor Betty L. Edmondson, Henry Beauchamp, Lynn Carmichael, Bruce Crest, Shirley Doty and Don Hinman. Council member Lynn Buchanan absent. County Commissioners present were Chuck Klarich, Graham Iollefoon and Jim Whiteside. Union Gap Mayor John Hodkinson was also present. Mayor Hodkinson inquired how this proposal on development standards compares to Union Gap's standards. Larry Wright, Yakima Planning Manager, stated that a comparison of those standards was not done. Commissioner Klarich asked why the 60 foot Right-of-Way for street was not included. Mz. Wright stated that that was discussed and both the City and County would like to maintain some flexibility in those requirements due to the topography in some areas. Discussion followed about the change made on the suburban access road asphalt mat from 22 to 26 feet. Leo Van Bergeyk, Director of Public Works, stated that he does not see any reason to change the 22 ft. to 26 ft. Mr. Wright stated that the wider mat could be an alternative to sidewalks on one id of the Mayor Hodkinson d that parked vehicles side o � e s�ree�. ynr nson cnmmFnte � a� yar ve c es take the room along side the road, so unless curbs and sidewalks are constructed, the pedestrian won't have room to walk. Following discus- sion, it was the general consensus to accept the 22 foot asphalt mat. Larry Wright explained the development trends map prepared by the City. Ba^commenced that this map indicates what that development is, not what it should be or must be. He stated that it must remain flexible. Dick Anderwald, Director of County Planning, stated that the development trends map is also the basis on which the City and County will make future capital improvements. Mr. Wright stated that the City has to determine exactly what the ultimate City limits line is anticipated to be in order to plan in the future for police, fire and transit aer,icea. Be commented that the biggest area of conflict is the area colored yellow on the map by the airport, which he stated will eventually receive city services, possibly through a mutual aid agreement or some other arrangement. Commissioner Whiteside spoke about the difficulty the County will have in justifying this boundary to the public. Be asked if that one large block of yellow were omitted, couldn't the plan be re-examined every four years. Council member Carmichael stated that her concern is the potential change of an area. She stated that once that change has begun to happen, it is too late to plan for it. Discussion followed regarding the proposed boundary line. Dick Anderwald stated that if you consider the density control in these areas, these lines become less important. All this boundary is is to indicate the area that sewer service may be met in the fucuco. That decision has to be made on a case by case basis. Commissioner Whiteside suggested that the Commissioners will go back and consider changing the lines and have staff draw up some kind of safety valve for options, including Union Gap.
