HomeMy WebLinkAbout07/27/1981 Special Meeting !, p SPECIAL MEETING — URBAN AREA PLAN JULY 27, 1981 The City Council met in session on this date at 1:30 P.M. in the Council Chambers of City Hall, Yakima, Washington for a special meeting called by Council members Bruce Crest and Don Hinman for the purpose of discussing the Urban Area Plan. Council members present were Mayor Betty L. Edmondson, Henry Beauchamp, Lynn Carmichael, Bruce Crest, Shirley Doty and Don Hinman. Council member Lynn Buchanan absent. Larry Wright, Planning Manager, stated that at the next joint meeting with the County Commissioners we will be discussing development standards, which the Commissioners felt to be an important issue towards ultimate resolution of the boundary. Mayor Edmondson inquired if the area that Union Gap wants is included in this map. Mr. Wright stated that it is not, as staff wants to discuss that in a different context. Be made a correction on the second page under suburban access road to change Hie 22 feet asphalt mat to 26 feet. Be cautioned that there may be some discussion about this at the joint meeting because this was not discussed with the County staff. The II/ � City and County engineering staffs met and are making these proposals. One major concession of the City relates to sidewalks and path plans. He stated that they tried to establish an easily outlined boundary. Mayor Edmondson expressed her concern about the sidewalk requirements proposed, regarding possible future requests for sidewalks for school children. Mr. Wright stated that that was the City staff's position and he would like to have policies establishing the position of sidewalks in the sidewalk plan. He stated that this map shows where the majority of the high density development occurred and those areas that will be hard to serve in an urban capacity. Discussion followed regarding the bicycle path plan and street widt6s. It was the general consensus of the Council to accept this report as recommended. Council member Hinman asked about a possible time table to lift the suspension of the outside utility agreements. Mr. Wright stated that upon the Urban Area Plan adoption being in process, it would seem reasonable to consider lifting the suspension, as long as the major issues are resolved. He stated that that could possibly happen in September, depending on how fast some of these issues can be resolved.
