HomeMy WebLinkAbout05/07/1981 Adjourned Meeting 350 ADJOURNED MEETING -- URBAN AREA PLAN May 7, 1981 The City Council net in session on this date at 2:00 p.m. in the meeting room at Union Gap City Hall. Yakima City Council members present were Mayor Betty L. Edmondson and Lynn Buchanan, Lynn Carmichael, Bruce Crest, Shirley Doty and Don Hinman. Council member Henry Beauchamp absent. Yakima County Commissioners present w Chuck Klarich, Graham Tollefson and Jim Whiteside. Also present was Union Gap Mayor John Hodkinson 'and Terrace Heights Sewer District Representative, Dick Smith (present after 2:35 p.m.). Commissioner Klarich distributed copies of the written statement pre- pared by the County staff regarding . preliminary agreements reached on issues 4 and 5. Discussion followed on the statement of agreement for issue 5 and on the , Comprehensive Sewer Plan. Carol Darby, Yakima City Director of Community Development, commented that once all the data has been collected, the City can start working with the County on a joint operation. She stated that a more realistic date would be the beginning of 1983. Following discussion, it was the general consensus that the City of Yakima and Yakima County staff need to get together about the II/ language on what was agreed upon. - - ISSUE 7 -- Whether the Regional Planning Commission or the separate City and County Planning Commissions should administer the Regional Plan and Zoning Ordinance. Commissioner Tollefson stated that there are a number of problems with the Regional Planning Commission dealing with current matters. Council umber Hinman commented that the Hearing Examiner would be someone Who would hear the current zoning matters. Commissioner Tollefson stated that we are a long way from needing a Hearing Examiner. He stated that a Hearing Examiner is fine once we have a set of established ordinances and good paperwork for them to work with. Council member Hinman stated that one of the problems the City has when the City hears those in the City and the County hears those in the County is that the City hears about the areas that need a lot of improvements when that area comes into the City. Council member Doty stated that there are two options available with the Hearing Examiner process - -.the person could appeal to the legislative body or to the Courts. Council member Carmichael stated that without a Regional Planning Commission, we won't be able to achieve a one-stcp shop for developers. Commissioner Whiteside stated that he can't support the Regional Planning Commission as it is now composed. He stated he believes it should be oriented to the County. The Regional Planning Commission should address only that area within the Urban Service Boundary. Council member Hinman stated that there are two impacts --.the immediate impact on the guy who owns the land and the impact that will cane later on the City to make the , improvements. Commissioner aliteside that they feel that those areas that will prObably cane into the City later should have urban. amenities. Com- missioner Klarich commented that most of those properties provide their share of sales tax funds to provide those amenities. Commissioner Whiteside pointed out that whatever the Regional Planning Commission decides, it still has to pass the jurisdictional legislative authority. Mayor Hodkinson stated that Union Gap is not going to dissolve their Planning Commission. He stated that after the commonality of ord- inances, ‘each entity should administer it for their on jurisdiction. Following further discussion, Council member.Hinman requested a caucus at 3:18 p.m. to get clarification on the City's position. The meeting II/ resumed at 3:25 p.m. Giving information on the City's position, Council member Hinman stated that if the City of Union Gap is not interested in participating in the Regional Planning Commission, then that agreement should be handled between the County and the City of Yakima. Yakima is saying that we want joint urban area zoning ordinances and we don't think there are that many differences and we would like to have that information brought back before we finish the discussion in this area. The City of Yakima is willing to give up review by the City Council in the County area, if we have a joint urban area plan and joint ordinances and we have the joint planning commission or urban area hearing examiner hearing the preliminary steps. Once the decision from that body goes to the jur- isdiction, then we will take off some of those requirenents. We would like the County to consider it and we feel there aren't that many differ- ences in the ordinances. Mayor Hodkinson stated that at the present L) 5 1 ADJOURNED MEETING -- URBAN AREA PLAN . May 7, 1981 time, Union Gap is not interested in dissolving their Planning Com- mission, He stated that they are interested in participating and pos- sibly adcpting the joint zoning ordinances that we are not discussing. Council member Hinman stated that he doesn't see any problems with that. He further commented that the real issue of what's happening now is City review of people who have signed annexation agreements. The negotiation of whether we give PP that review is between the City and County. Commissioner Klarich Commented that that would depend on the Urban Area size and the make upo of the Regional Planning Ccmffission. It was the general consensus that this be discussed at the next meeting after information on the differences on the zoning ordinances has been re- ceived. Council member Hinman cemented that the City is looking at the alternative to decrease the planning area and the items to be discussed next week will be Issues 7 and 8. He cemented that We are looking for a better time frame and better definitions for Issue 5. It was the general consensus to m th et at the Yakima County Courthouse, in Roan 104 at 2:00 p.n. on Thursday, May 14, 1981 for the next meeting.
