HomeMy WebLinkAbout03/31/1981 Adjourned Meeting 311 MARCH 31, 1981 STUDY SESSION The City Council met in session on this date at 1:00 p.m. in the Council Chambers of City Hall, Yakima, Washington. Council members present were Mayor Betty L. Edmondson, Henry Beauchamp, Lynn Buchanan, Lynn Carmichael, Bruce Crest, and Shirley Doty. Council members Henry Beauchamp and Don Hinman absent. 1. OPEN DISCUSSION FOR THE GOOD OF THE ORDER Mayor Edmondson mentioned that she had received a letter from County Commissioner Klarich confirming the meeting on April 2, 1981, at 2:00 p.m. at the Sanctuary Restaurant. II/ 2. SUPPLEMENTAL REPORT FROM CITY ATTORNEY A. BUS SERVICE FOR ASSOCIATION OF RETARDED CITIZENS City Attorney Andrews reported that the transportation service inquired about last ueek for the Association of Retarded Citizens can be accomplished through an agreement with the Yakima Valley Transportation Exchange. He commented that such an agreement is listed on the Agenda for consideration, however, there are a few minor amendments that need to be made which can be discussed when that it comes up for discussion. B. FINANCIAL ASSISTANCE FOR INTERNATIONAL YEAR OF THE DISABLED PERSONS CCMMITTEE The City Attorney explained haw the $1,000 requested for office supplies can be granted through a contractual arrangement in which the committee would be providing a certain service for the City. Mayor Edmondson stated that the committee does have their goals and purposes outlined and she could provide Council with a copy of them. City Attorney Andreas stated that instead of the City making payment for office supplies and translation services, the City should pay that committee a fee for service that the committee provides on behalf of the City. Council member Doty stated that she would like some specific information on that the committee would be doing besides their purpose and goals. It was the general consensus of the Council to request a proposal for the services the committee will provide. A. Willis White, Public Works Director, referred to the transportation requests stating that those services were provided in the past through the Transportation Exchange and can be continued. There is an agreement to provide interim services to the elderly and handicapped for the year 1981, however, the agreement will need to be amended to include special situations where they would provide II/ transportation to the elderly and handicapped for services that exceeds the hours listed in the agreement. The service is different because it is on an on-call basis. Last year they had to call 48 hours ahead of time • for service, but this year they only need to give notification 20 minutes ahead of time. We are also asking then to keep two vehicles available for requests inside the City. 3. REPORT ON PROPOSED BUDGET ANALYST POSITION City Manager Zais recommended that the position of Budget Analyst be in the Public Works Budget and in the Department of Public Works. Following discussion, it was MOVED by Carmichael, seconded by Buchanan to accept the recommendation of the staff, which is Option 3, placing the Budget Analyst under the Public Works Department as originally intended and review the need to examine the position annually. Unanimously carried by voice vote. Beauchamp and Hinman absent. 31 2 MARCH 31, 1981 4. REPORT ON PROPOSED CITIZENS COMMITTEE ON CITY FINANCES Council member Carmichael expressed her concern in expecting busy citizens to spend a great deal of time working on this committee for 8-10 months. Discussion followed and Council member Doty inquired how the selection of the nine members would be handled. It was suggested to have each Council member select their choice and give that information to the Mayor who will put those results in the Council packet next week. It was MOVED by Doty, seconded by Buchanan to follow the recamendation for the formation of this committee consisting of nine people, getting as broad a cross section as we can of talents and skills and we begin working as soon as possible. Carried by 4-1 voice vote. Carmichael voting nay. Beauchamp and Hinman absent. 5. EXECUTIVE SESSION II/ It was MOVED by Buchanan, seconded by Doty to move into Executive Session for the purpose of discussing pending litigation. Unanimously carried by voice vote. Beauchamp and Hinman absent. BUSINESS MEETING 6. ROLL CALL At 3:00 p.m., the Council members commenced the regular meeting, Mayor Edmondson presiding, Council members Budhanan, Carmichael, Crest and Doty and City Manager Zais and City Attorney Andrews present on roll call. Council members Beauchamp and Hinman absent. 7. INVOCATION The Invocation was given by Mayor Edmondson. 8. CONSENT AGENDA Mayor Edmondson referred to the items placed on the Consent Agenda questioning whether there were any additions or deletions from either Council members or citizens present. Mayor Edmondson reported that there is an off-agenda item to be numbered 25A, Which is a resolution authorizing the purchase of chemicals for the Wastewater Treatment Plant without calling for bids. Council member Crest requested that Item No. 25A be added to the Consent Agenda. Council member Carmichael requested that Item No. 17 be removed and Council member Buchanan requested that Item No. 23 be added to the Consent Agenda. It was the general consensus of the Council that the addition of Items No. 23 and 25A and the deletion of Item No. 17, as requested, be made. The Deputy City Clerk II/ then read the Consent Agenda items including resolutions and ordinances by title. It was MOVED by Doty, seconded by Buchanan that the Consent Agenda, as read, be passed. Unanimously carried by roll call vote. Beauchamp and Hinman absent. (Subsequent paragraphs preceded by an asterisk (*) indicate items on the Consent Agenda handled under one motion without further discussion.) Upon Council member Doty's request, it was the general consensus of the Council to discuss Item No. 17 after Item No. 10. *9. MINUTES The Council minutes of February 25, March 10 and 11, 1981, were approved, having been duly certified accurate by two Council members and no one present wishing to have said minutes read publicly. MARCH 31, 1981 313 10. AUDIENCE PARTICIPATION In a joint proclamation with Yakima County and Naches, Mayor Edmondson proclaimed April 3, 1981, as Phil Mahre Day in honor of his winning the World Cup for skiing. She also stated that there was a proclamation issued =mending Steve Mahre for placing fourth in that same event. She stated that there will be a parade at 4:00 p.m. in their honor and also a ralley at the Yakima Center following the parade. Margaret Sermon, a citizen, spoke about her damage claim she has submitted which accuses the Mayor and the Yakima Police Department of treason and corruption for keeping her family away from her. Mayor Edmondson read into the record for Mrs. II/ Sermon a letter from Senator Jackson, dated 3/16/81, addressed to Mrs. Sermon regarding this situation. 17. AGREEMENT WITH YAKIMA COUNTY AND YAKIMA COUNTY TRANSPORTATION EXCHANGE RELATING TO THE TRANSPORTATION OF THE ELDERLY AND HANDICAPPED Mayor Edmondson stated that she had distributed a copy of their performancd report for January and February given to her by Gini Heintzman, Director of Transportation Exchange. It was MOVED by Doty, seconded by Buchanan to add an addendum to the contract we have before us that would permit the Transportation Exchange to provide transportation as requested for other special transportation services to the elderly and handicapped as requested by the City, which may 11P in excess of the hours of service. Unanimously carried by voice vote. Beauchamp and Hinman absent. Resolution No. D-4463, having been read by title, it was MOVED by Carmichael, seconded by Doty that the Resolution be adopted. Gini Heintzman requested that the reporting period be changed from June to July and for the last six months also. It was MOVED by Doty, seconded by Carmichael to amend the motion to make this change as requested to change the reporting date from June to July in the contract. Unanimously carried by voice vote. Beauchamp and Hinman absent. The question was called for the vote on the motion, as amended. Unanimously carried by roll call vote. Beauchamp and Hinman absent. RESOLUTION NO. D-4463, A RESOLUTION authorizing and directing the City Manager and City Clerk of the City of Yakima to execute an agreement with Yakima County and Yakima County Transportation Exdhange, and an ancilliary agreement relating to transporting developmentally disabled and senior citizens. 11. REPORT ON NCB HILL CHURCH OF GOD OUTSIDE UTILITY REQUEST FOR WATER SERVICE FOR PROPERTY AT 716 NORTH 40TH AVENUE The staff report and the recommendation for the Nth Hill Church of God outside utility request for water service for property located at 716 No. 40th Avenue, dated March 26, 1981, was accepted. 12. REPORT ON VOLUNTEER PROGRAM FOR PARKS Council member Carmichael inquired if there could be some kind of special neighborhood clean and green weekend about the time of the anniversary of the May 18 volcanic eruption, in which neighbors could help clean up the parks. It was the general consensus of the Council to have staff come back to Council with additional information on this suggestion following the committee meeting. It was the general consensus of the Council that the staff report dated March 9, 1981 be accepted. 13. 1980 ANNUAL REPORT FROM THE DEPARTMENT OF PARKS & RECREATION Following discussion on this report and a correction having been made to the reference of the boundary of neighborhood 15, it was the general consensus of the Council that the report be accepted. 3 I MARCH 31, 1981 *14. REPORT ON PARKS STAFF DUTIES AND ORGANIZATION The staff report dated February 20, 1981, on the Parks staff duties and organization was accepted. *15. PURCHASE OF TORO BRAND EQUIPMENT AND IRRIGATION REPAIR PARTS RESOLUTION NO. D-4461, A RESOLUTION authorizing the purchase of Toro Brand repair parts for small equipment and irrigation system without calling for formal bids. *16. AGREEMENT WITH YAKIMA VALLEY CavIMUNITY OOLLEGE FOR JOINT USE OF FACILITIES RESOLUTION NO. D-4462, A RESOLUTION authorizing and directing the City Manager and City Clerk of the City of Yakima to II/ execute an agreement with Yakima Valley Community College District No. 16, for joint use of facilities. *18. REPORT ON LEGAL DEPARTMENT PROFESSIONAL SERVICES EXPENSES FOR 1978, 1979 and 1980. The report on Legal Department professional services expenses for 1978, 1979 and 1980 was accepted. *19. TREASURER'S INVESTMENT REPORT The reports of the City Finance Officer, dated December 31, 1980, January 31, 1981 and February 28, 1981, regarding the investments of the City of Yakima, were accepted and approved. 20. SUPPLEMENTAL REPORT RE PROPOSED WATER RATE ADJUSTMENTS Council members expressed their concerns on the cptions given in the March 25, 1981 staff report. Council members also discussed the use of domestic water being used for irrigation and if a discount rate should be allowed. It was MOVED by Buchanan, seconded by Carmichael not to charge for sewer service charge for domestic water used for irrigation. Unanimously carried by voice vote. Beauchamp and Hinman absent. It was MOVED by Carmichael, seconded by Buchanan that the Council adopt the base rate of $1.20 per billing as billing Charge for water. -se%er. Unanimously carried by voice vote. Beauchamp and Hinman absent. It was MOVED by Buchanan, seconded by Crest to have a special rate for irrigation, but not as low as what it has been. Carried by 4-1 voice vote. Edmondson voting nay. Beauchamp and Hinman absent. It was MOVED by Crest, seconded by Carmichael that the cut-in/cut-out charge for water users for delinquent bills be $15.00. Unanimously carried by voice vote. Beauchamp and Hinman absent. Concern was expressed about the different categories in the rate structure and it was suggested that there be only four categories, one of which is to be a minimum bill for 600 or 800 cubic foot of water used. City Manager Zais commented that Option 43 is similar to that Council is discussing. It was suggested that two figures for irrigation be run through the computer and see at the impact would be. It was the II/ general consensus of the Council to review the irrigation rate based on 20, 30 and no special rate at all. Discussion followed on the reserve in the Water Division budget of $300,000 for an operating budget of $2 million; Willis hhite, Director of Public Works, expressing his concern that the reserve is too low. Mr. White suggested a reserve of about $200,000. It was MOVED by Crest, seconded by Carmichael to raise the reserve to $250,000. Discussion followed on how this will impact the water rate. The question was called for the vote on the motion. Carried by 3-2 voice vote. Buchanan and Doty voting nay. Beauchamp and Hinman absent. *21. ORDINANCE APPROPRIATING FUNEG FOR PROFESSIONAL SERVICES FOR AIRPORT LEASE NEGOTIATIONS ORDINANCE NO. 2502, AN ORDINANCE amending the 1981 Budget for the City of Yakima and appropriating the amount of $10,000 within 461-Airport Fund as a 1981 appropriation for that fund. 315 MARCH 31, 1981 *22. ORDINANCE REZONING PROPERTY AT 310-312 NORTH 5TH AVENUE ORDINANCE NO. 2503, AN ORDINANCE accepting the recommendation of the Planning Commission and rezoning property at 310-312 No. 5th Avenue in the City of Yakima, Washington, from R-3, Multiple Family Zone to B-2 Local Business Zone. *23. ORDINANCE REGARDING TWO-HOUR PARKING RESTRICTION IN THE VICINITY OF NORTH 3RD AVENUE AND YAKIMA AVENUE ORDINANCE NO. 2504, AN ORDINANCE relating to traffic control; limiting parking times on certain streets; amending Section 9.50.520 of the City of Yakima Municipal Code. *24. ORDINANCE AMENDING THE 1981 BUDGET AND APPROPRIATING UNAPPROPRIATED FUNDS FOR VARIOUS PURPOSES An Ordinance amending the 1981 Budget and appropriating unappropriated funds for various purposes, having been read by title only, was laid on the table for one week or until April 7, 1981. 25. ADJOURNMENT There being no further business to come before the Council, it was MOVED by Crest, seconded by Doty that this meeting be adjourned at the hour of 6:15 p.m. to then meet on Thursday, April 2, 1981 at 2:00 p.m. in the Sanctuary Restaurant.
