CITIZEN PARTICIPATION MEETING
Twelve citizens met with City staff and Council nembers on this date at
7:30 p.m. at Wilson Junior High School. Council nembers present were
Don Hinman and Shirley Doty. Staff nembers present were Community
Development Director Carol Darby, CBDG Manager Ken Coffin, , Carole
Folsom-Hill and Judd Black. Also present was Patti JaocUSen from
Portland, Oregon, who was introduced to those present and it was noted
that she is putting on the upcoming workshops related to citizen
participation.
Ken Coffin explained the purpose and approach that the City is trying to
take with the neighborhoods outlined on the map. He stated that
basically they are trying to set up a method by which to get better
input from the citizens regarding the decisions the City should make in
the various processes of ,City government. After giving his
II/ presentation, he explained that they wished to get the answers to the

questions: (1) you agree with the purpose? (2) Do you agree with the
approach? (3) Do you agree with the map? (4) 1Nbat types of
neighborhood organizations should be formed and how? He stated that of
the two alternatives -- (1) continue as is, or (2) continue as is but
make improvements, the Council chose the alternative to allow the
neighborhoods to form their own organizations and assist them. He also
asked if the City should spend time, effort and money to assist?
Persons present indicated that it would be better not to spend money to
get the people interested in attending Council meetings. It should he
something that the people want to do. Discussion indicated that it
would seem that the people are fairly well satisfied -- that the only
time they want to participate, is when they are not satisfied. Also,
that the system could be improved if the citizens had better access to
City staff.
There was discussion about safety standards and one citizen present
indicated he thought all employees of the City should be aware and watch
for trees and leaves that block traffic signals, etc. It was also
suggested that precinct committee persons should be contacted and
invited to City Hall and Council meetings -- also neighborhood meetings.
There were other questions and suggestions regarding needed traffic
signals and that neighborhood groups might assist in deciding where the
need is the greatest. It was generally agreed by the group that
something should be done to get citizens involved, that different
neighborhoods have different wants and the groups might be formed on the
basis of interest in some particular project.
Ken Coffin then explained about the skill workshops that are being held,
stating that all will be held at Garfield School -- Friday from
-
1:00 p.m. to 4:00 p.m. on communications; Saturday, 9:00 a.m. to Noon
on neighborhood organization effectiveness and Saturday 1:30 p.m. to
4:00 p.m. on goals.
The meeting adjourned at 9:25 p.m.
