ADJOURNED MEETING - CITIZEN PARTICIPATION MEETING
The City Council met with citizens on this date at 7:30 p.m. in the
Library at Franklin Junior High School. Council members present were
Mayor Betty L. Edmondson and Shirley Doty. Staff members present were
Carole Folsom-Hill, Ken Coffin and Judd Black, Community Development
Department. There were five citizens present.
The citizens present having previously attended other citizen
participation meetings, Ken Coffin reviewed the purpose of holding these
meetings which is to seek methods for increasing citizen participation
in City government decisions. He explained the City's role in helping
the neighborhood to organize, by providing technical information and
giving referrals to other agencies. The Community Development Block
Grant Program was discussed. Ken Coffin explained that the Block Grant
Program was devised to address the needs of the low income people. He
stated that there are some limitations on the program, however, the
Housing Rehabilitation Program can be run on a City-wide basis. He
commented that the City could do a block grant program and combine it
with an LID for physical improvements, where the share for the low
income people would come from block grant funds and those that can
afford it, would pay their share. The citizens spoke about what
movitates citizens to attend meetings and it was the general opinion
that a meeting would have to have a specific topic of interest to the
citizens. One of the citizens commented that before instituting this
program, Council must be committed to this type of program to the point
that if federal funds weren't used, would they authorize this program to
be paid though general fund monies. Discussion followed on what type of
technical assistance the City can provide for the citizens. The
citizens discussed various methods to increase the attendance at these
meetings, suggesting phone calls to interested citizens in the
neighborhood and notification to formal organizations. Ken Coffin
stated that from these meetings, he understands the citizens are not
sure of the approach, but the City should make an attempt to get citizen
participation.
The meeting adjourned at the hour of 8:50 p.m.
