CITIZEN PARTICIPATION MEETING
The City Council met with citizens on this date at 7:30 P.M. in Anton
Hall at Yakima Valley College. Council members present were Bruce
Crest, Shirley Doty, and Lynn Carmichael. Also present were Community
Development Director Carol Darby and staff members Ken Coffin, CDBG
Manager, Carole Folsom-Hill, and Judd Black.
Council member Crest, Coordinator of the meeting, introduced the other
City Council members and staff members present to the approximately 12
citizens and 2 news media members present.
Ken Coffin explained that the City Council has instructed staff to work
with the citizens of Yakima in getting ideas for the spending of monies
coming to this City regarding the Community Develpoment Program. He
outlined the purpose of the citizen participation meetings and the
proposed approach, pointing out the boundaries of the proposed neighbor-
hoods on a map, and explaining the City's role in these meetings. After
giving a brief presentation regarding the proposed citizen participation
program, he asked the citizens present if they agreed with the purpose
of the program, with the approach the City is trying to take, and with
the neighborhoods outlined on the map. Several persons present gave
their ideas and asked questions' which were answered by staff members.
After discussion regarding the proposed citizen participation program,
it was the consensus of the group that the purpose and approach of the
City was generally approved, and leave the areas named on the map but
remove the lines so that there can be more of inclusion or overlap of
areas for meetings. Also, it was considered that it might be more
conducive for persons to attend neighborhood meetings if they were set
up as to subject (interest and problems) rather than district. The
staff indicated they would look into the suggestion. It was reported
that there would be some skill training workshops held on March 12, 13
and 14. There was discussion regarding citizen attendance at Council
meetings and it was indicated by some of the citizens present that they
felt the more formal type Council meetings were not conducive for people
to come and speak. They indicated they would be interested in a more
infoimal type of meeting with the Council. It was noted that this
suggestion would be investigated along with the other suggestions and
ideas brought out at this meeting.
The meeting adjourned at 9:30 P.M.
