HomeMy WebLinkAbout02/25/1981 Adjourned Meeting FEBRUARY 25, 1981 287 CITIZEN PARTICIPATION MEETING Thirty citizens met with City staff and Council members on this date at 7:30 p.m. in the Cascade Natural Gas Auditorium, 401 No. First Street. Council members present were Henry Beauchamp and Bruce Crest. Staff members present were Community Development Director Carol Darby, CDBG Manager Ken Coffin, Carole-Folsom Hill and Judd Black. Council member Beauchamp, coordinator of the meeting, introduced Council member Crest and the staff members present and he explained briefly the purpose of this citizen participation meeting. Ken Coffin explained the purpose and the approach the City is trying to take with the neighborhoods on the map. He stated they are trying to set up a method that can increase the participation of the citizens -- not only in the Block Grant Program, but in all the decision-making processes of the City. He outlined the proposed program for increasing citizen participation, explaining the City's role in this program in assisting with organizing neighborhoods. After a brief presentation, Mr. Coffin stated he would be asking the following questions: 1. Do you agree with the purpose? 2. Do you agree with the approach? 3. Do you agree with the map? 4. What type of organizations could be used in the neighborhoods? Many of the persons present asked questions about the ethnic makeup of the Planning Department, about the previous Plan, bike safety, bike paths, traffic, recycling, etc., which were answered by the staff present. There was discussion suggesting community-type forums from which the chairman or spokesman from the group could get together with the Council, or, it was suggested that after the forum-type meetings that all groups could come together in one large meeting, from which representatives could speak' for the group at Council meetings. Ken Coffin asked if the group agreed with the neighborhoods as designated on the map and reported that another neighborhood group thought the areas were fine but wanted the lines removed. After discussion, it was the consensus of the group that the designated areas were fine and they weren't as concerned about removing the lines. Mr. Coffin reported that there would be neighborhood skill building workshops on March 12, 13 and 14.
