ADJOURNED MEETING -- URBAN AREA PLAN
The City Council met in session on this date in Christ Lutheran Church,
56th and Lincoln Avenues. Council members present were Bruce Crest,
Shirley Doty and Don Hinman. Also present were Director of Community
Development Carol Darby, Larry Wright, Planning Manager, and Ken Coffin,
CDBG Manager.
Council member Doty, coordinator of the meeting asked that all persons
present introduce themselves. There were approximately ten persons
present, other than staff and Council members.
Ken Coffin, CDBG Manager, reviewed the Urban Area Plan briefly explain-
ing that the plan is written to try to anticipate the needs of the
community and accommodate growth, and is written in sections that can
easily be -updated. He further explained that the goals and policies
that were considered in preparing the plan were gained from citizens'
viewpoints received in community meetings held previously. He pointed
out on a map the Urban Plan Boundary and the Urban Service Boundary --
also a map showing development trends.
Planning Manager Larry Wright and Community Development Director Carol
Darby answered questions from those present regarding the staffing of
the Regional Planning Commission, funding, enforcement, etc. They also
answered several questions asked by Patty Nagle regarding these matters.
She also asked what would happen if the population of the City went
down -- would the Urban Area be reduced? Mr. Coffin answered that it
would not -- that there is not a projection of rapid growth, probably 1%
per year, which is the average growth of the City for the past ten
years.
There was discussion regarding mobile home provisions, the City's an-
nexation policy, zoning and open space land use.
Mr. Johnson, a citizen, indicated that he thinks this is a good plan.
It was further indicated in discussion that there should be a program
educating the public regarding the purpose of the Urban Area Plan and
how it is to be implemented and updated.
After a thorough presentation and discussion of the Urban Area'Plan, the
meeting adjourned at 9:30 P.M., to then meet at 9:00 A.M. on November
18, 1980, for the purpose of budget rev:.-w.
