ADJOURNED MEETING - NOVEMBER 3, 1980
URBAN AREA PLAN
The City Council net in session on this date at 7:30 P.M. in Anthon Hall
at Yakima Valley College. Council members present were Bruce Crest and
Lynn Buchanan. Also present were City Manager Dick Zais, Community
Development Director Carol Darby and other staff members, Larry Wright,
Don Skone and Judd Black.
Council member Crest, the elected Council member from District No. 2,
opened the meeting. He introduced staff mutters and explained that this
meeting would be a short study session on the proposed Urban Area Plan.
Larry Wright, Planning Manager, reviewed the Plan briefly explaining
that it is trying to anticipate the needs of the community and is
written in sections that can be easily updated. He reviewed the portion
II/ of the Plan that is called the Policy Statement and explained it is
hoped to coordinate public services and utilities regionally. He fur-
ther explained that the factors that were considered in preparing the
Plan were goals, policies and objectives gained from community meetings
held previously. He pointed out on a map the Urban Plan Boundary and
the Urban Service Boundary.
In answer to a citizen's question regarding the financing of the Waste-
water Treatment Project, Carol Darby explained that it was financed by a
90/10 percent grant with the City floating bonds for the 10% matching
funds.
Regarding the Regional Plan, Ms. Darby explained that the development of
the Plan was originally funded by the State for two years. The City and
County Pesch hired a full-time planner to finish the Plan. She further
explained the next steps that will be followed in trying to get a
workable policy document When the Plan is approved.
Questions were asked about the Indian Reservation being included in the
Urban Area Plan. Ms. Darby reported that the Indian Nation had made a
presentation asking to be left out of the Plan and a recommendation had
been received from the Regional Planning Commission to delete them from
the. Urban Area Plan.
Questions were asked by citizens present about the outside utility
policy and why there is resistence to it. Council member Crest explain-
ed that the main resistence is that the people don't want to annex to
the City -- they just want the services of the City. He further
explained that the City Council has recently taken a stand not to extend
services until the Urban Area Plan is approved, except in certain
instances.
Carol Darby asked for feedback from the public present on the Airport
portion of the Urban Area Plan -- What their concerns might be. There
was discussion regarding noise impact, how air traffic is controlled and
traffic patterns. Also the question was asked why prisoners couldn't be
used in helping to clean up the Airport landscape. It was explained
that this idea had been explored with regard to using them for Parks
help, but they could not be used due to the possible liability to the
City.
The issue of housing types was discussed. It was indicated that the
goals and policies are very general in this area and the use of a var-
iety of housing types is being encouraged. There was discussion about
mobile homes -- Whether they should be a part of a subdivision, mixed in
among stick-type houses or not allowed in with other housing. There
were various opinions on these matters.
In answer to the question Where the City of Yakima stands in accordance
with other communities regarding the Urban Area Plan idea, Ms. Darby
stated that we are a little ahead. Because of our Wastewater
Facilities we are forced into a regional approach, Which is more
efficient. She stated that Spokane is just going into this approach.
There was some discussion regarding arterial streets and Whether there
should be any commercial businesses along these. It was indicated that
the function of arterial streets is to move traffic, but possibly pro-
fessional businesses or offices of a low traffic generator could be
allowed. Carol Darby also referred to the fact there there are truck
routes shown in the Plan also.

It was reported that the next meting on the Urban Area Plan will be
Thursday, November 13, 1980 at Christ Lutheran Church on Lincoln and
56th Avenues.
The meeting then adjourned at 9: ,5 p.m.
