ADJOURNED MEETING -- BUDGET REVIEW
The City Council net in session on this date at 9:00 A.M. in the Council
Chambers of City Hall, Yakima, Washington. Council members present were
Mayor Betty L. Edmondson, Lynn Buchanan, Lynn Carmichael, Bruce Crest,
Shirley Doty, and Don Hinman. Council member Henry Beauchamp absent.
Mayor Edmondson announced that this meeting was scheduled for the pur-
pose of studying the budget.
1. ENGINEERING
City Manager Zais reported that $7,500 for the 58th Avenue
retaining wail has not been budgeted. He also reported that
there has been an adjustment made in their project categories,
reducing their revenue by $6,500.
2. PARES
City Manager Zais cumented that this budget is out of balance
by $28,000. Dick Hilligus, Director of Parks and Recreation,
referred to various charts, summarizing his budget by service
unit number. Proposed personnel changes are to delete two
Parks Supervisors and add 9 temporary workers. The Cemetery
Department Assistant position will be changed to a part-time
position. He explained how the Cemetery office will be oper-
ated When the Department Assistant is out of the office, with
the use of a radio pager. Mr. Hilligus reviewed the personnel
changes that took place in mid-1980. He reported that the
golf fees should produce about 90% to 100% payback of ex-
penses. Council members expressed interest in increasing the
use of volunteers in various Parks programs. The use of the
County Youth Employment Program (CYEP). students in the Parks
program was discussed. Mr. Hilligus also commented on the
proposed capital outlay for 1981. An area of concern in the
budget was the Aquatics Program and Mr. Hilligus reviewed the
proposed Aquatics budget which would include: adjusting swim
fees, except youth which will remain at 50; reduced hours;
close Lions Pool during the first quarter of the year; con-
tinue contracting with School District No. 7 within their
limits; and include a Park Specialist III to maintain the
pools. Mr. Hilligus stated-that the fees will produce about a
50% payback, of ekpenSeS. Three alternatives were proposed by
the Parks Commission and Parks Department: (1) close Wash-
ington Pool, savings -- $15,500; cut summer playground pro
grams, savings --$4,500; (2) close Washington pool, savings --
$15,500; and request contingency funds in the amount of
' $5,000; and (3) request contingency funding for $20,000. Dr.
Donald McGuiness, Parks Commission member, recommended that
Lions Pool remain open. Council member Hinman suggested
cutting the utility fees to the City. Alternatives were also
outlined by Dick Hilligus regarding the 1980 loan repayment,
as follows: (1) Natural Gas at 4.5%, savings -- $5,100;
Water/Sewer Rate to 1980, savings -- $6,200; close Washington
Pool, savings -- $15,500; and summer playgrounds (-36%),
savings -- $4,500. (2) Natural Gas at 4.5% (-15.5%), sav-
ings $5,100; Water/Sewer Rate at 1980, savings -- $6,200;
summer playgrounds (-36%), savings -- $4,500; and delete Parks
Maintenance temporaries (-60%), savings -- $15,000. (3)
Natural Gas at 4.5% (-15.5%), savings -- $5,100; Water/Sewer
Rate at 1980, savings -- $6,200; and request contingency funds
for $18,700. He stated that staff recommends Alternative No.
2. Dr. McGuiness stated that the Parks Commission will
recammend Alternative No. 3.
