HomeMy WebLinkAbout11/12/1980 Adjourned Meeting (2) 1 NOVEMBER 12, 1980 B1 STUDY SESSION The City COuncil met in session on this date at 6:30 P.M. in the Council Chambers of City Hall, Yakima, Washington. Council members present were Mayor Betty L. Edmondson, Henry Beauchamp, Lynn Buchanan, Lynn Carmichael, Bruce Crest, Shirley Doty and Don Hinman. 1. OPEN DISCUSSION FOR THE GOOD CP THE ORDER Mayor Edmondson reminded the Council members of the budget review session to be held On - Thursday, November 13 from 3:00 p.m. to 5:00 p.m. in the'doUndil'ChaMbers on Airport. Council member Doty also reminded Council members of the fourth and last neighborhood meeting on the Area Plan Which is to II/ be held in the Lutheran Church, 56th & Lincoln at 7:30 p.m.; Council members Doty, Crest and Hinman indicated they will be attending. Mayor Edmondson asked about a report on the parking spot on North 1st and "D" Street which creates a blind spot, Which was requested on September 28, 1980. City Manager Zais stated he would check on it and the report will be coming soon. 2. DISCUSSION RE SPECIAL COUNSELING PROGRAM FOR HOUSING SERVICES City Manager Zais reported that this item will be continued to next Tuesday, November 18; 1980 at 1:00 p.m. 3. PROPOSED GENERAL GOVERNMENT BUDGET REVIEW SCHEDULE Council members reviewed the proposed budget schedule. All days and times were accepted by all Cbuncil members except those scheduled on 12/5 (Fire) and 12/8 (Streets, and Finance and Budget). After discussion, these times were changed to 11/24-2:00 p.m. to 5:00 p.m. for Fire and 12/11-2:00 to 5:00 p.m. for Streets, and Finance and Budget. 4. EXECUTIVE SESSION RE PROSPECTIVE LITIGATION AND COLLECTIVE BARGAINING _ . 1. It was MOVED by Hinman, seconded by Beauchamp to move into Executive Session for the , purpose of discussing prospective 'litigation and UhariimiSUsly carried by voice vote. BUSINESS MEETING 5. ROLL CALL At 8:00 P.M., the Council members commenced their regular meeting, Mayor Edmondson presiding, council members Beauchamp, II/ Buchanan,. Carmichael,.. Crest, Doty_ and Hinman and City Manager Zais and City Attorney Andrews present on roll call. 6. INVO The Invocation was given by Council member Hinman. 7. CONSENT AGENDA Mayor Edmondson referred to the items placed on the Consent Agenda questioning Whether there were any additions or dele- tions from either Council members or citizens present. Mayor EdmOndson announced that itemNO...11 will be continued one week for additional - infOrmatiOn. Council member Carmichael requested that Item No. 16 be removed from the COnsent Agenda. It was the general conSensus of the Council ,that the deletion . _ of item No. 16, as requested, be made. TlieCity Clerk then read the Consent Agenda items including resolutions and an ordinance by title. It was MOVED by Doty, seconded by Buch- anan that the Consent Agenda, as read, be passed. Unanimously carried by roll call vote. (Subsequent paragraphs preceded by an asterisk (*) indicate items on the Consent Agenda handled under one notion without further discussion.) 132 NOVEMBER 12, 1980 *8. MINUTES The Council minutes of_Optober ?8 ,and 30 and,November 3, 1980, were approved, having been 'duly certified accurate by two Council members and no one present wishing to have said minutes read publicly. 9. COMMENDATION AND APPRECIATION Mayor Edmondson read a Resolution of Appreciation and Com- mendation for the services performed by E. Ellis Cummins for serving on the Planning Commission for approximately 15 years. It was MOVED by Hinman, seconded by Carmichael that Resolution No. D-4354, be passed. Unanimously carried by roll call vote. Mayor Edmondson then ptesenied,the,Resolution and a paper- weight with the City dE Yakima emblem on it to Mr. Cummins. II/ Mayor Ednondson read a Resolution of Appreciation and Commendation for the services performed by John Fairbrook for serving on the Planning Commission for 16 years. It was MOVED by Crest, seconded by Hinman that Resolution No. D-4355, be passed. Unanimously carried by roll call vote. RESOLUTION NO. D-4354, A RESOLUTION of Appreciation and Com- mendation for the services performed by E. Ellis Cummins during his tenure as a member of the Yakima City Planning Commission. RESOLUTION NO. D-4355, A RESOLUTION Appreciation and Com- mendation for the services performed by John Fairbrook during his tenure as a-member of the Yakim4 C#Y.Planning Commission. 10. AUDIENCE PARTICIPATION PROPOSED LIONS POOL CLOSURE Becky Bennett, a citizen, gave some background information on the bond issue Which was passed in 1971 and provided for the construction of the cover for Lions Pool. She spoke about the requirements for keeping the pool open Which was outlined in the bond issue. She offered some proposals to increase rev- enues, i.e., increased. advertising of programs, on pool on holidays and expand pool programs. Other citizens speaking in favor of keeping Lions Pool open during the winter months for recreation and physical therapy and exercise use were Mike Nixon, Dr. Gottlieb, Greg Lovelady, Tom Edwards and Ernest Brennecke. Mayor Edmondson commented that Council is now studying the budget for 1981 and invited the citizens to attend the public hearings and also the Council's study ses- sions on budget review. City Manager Zais gave a brief over- view of the proposed 1981 Budget and spoke about the dimin- ished revenues and increased inflation. TRAFFIC SIGNAL AT YAKIMA AVENUE AND FIRST AVENUE John Quick, 209 Pacific Building, expressed his concerns about the phasing out cf the signal at Yakima and First Avenues. He ,spoke_ about the danger for pedestrians_crossing at that inter- Section Which increase' Without the traffic signal. He also expressed concern on how it would effect the fruit in dustry business in that area. Mayor Edmondson read into the record a letter from Herb Frank, representing Yakima Fruit and Cold Storage, expressing concern about that same matter. It was MOVED by Beauchamp, seconded by Carmichael to turn the traffic signal on like it was before. Council member Crest inquired if this would jeopardize the City's federal funding in the future. Carol Darby, Director of Community Develop- ment, explained that it would not jeopardize the funding for other signals, however, ,flo improvements could be made at that intersection. FollOwing,furthetdiscussion, the question was called for the vote on the Motion. Unanimously carried by voice vote. NOVEMBER 12, 1980 183 PLANNING COMMISSION MEETINGS Leo Gefroh, developer, expressed his displeasure that there has not been a quorum at the Planning Commission meetings for the last two months. He inquired what action has been taken about this. Mayor Edmondson stated that Oduncil has been apprised about this matter and has taken action by writing to ' the Commission members about their attendance at the meetings. PROCLAMATION Mayor Edmondson proclaimed the week of November 15 as Youth Appreciation Week and November 15th as Youth Appreciation Day. She stated that this is a time When the Optimist International II/ Club recognizes certain youths and presents them with certi- ficates of appreciation. 11. AIRPORT RESTAURANT VALIDATION PROGRAM Item continued one week. . 12. ADOPTION CP "SECTION 504 TRANSITION PLAN" FOR TRANSIT SYSTEM Following discussion, it was MOVED by Beauchamp, seconded by Doty that Resolution No. D-4357, be passed. John Klingele, a citizen, inquired about the capital improvenents and location of the bus shelters. Dan Newton, Transit Manager, reported that the 504 Transition Plan has capital improvements listed for 1982 and those are the improvements that are being pro- posed for 1981. He stated that on page 6 of the Plan, is a list of shelter locations. The question was called for the vote on the motion. Unanimously carried by roll call vote. RESOLUTION NO. D-4357, A RESOLUTION adopting a "Section 504 Transition Plan" for the City of Yakima Transit System. *13. DAMAGE CLAIM FOR SEWER BACKUP RESOLUTION NO. D-4358, A RESOLUTION denying the claim of Clarence A. Campbell filed with the City of Yakima, on October 30, 1980. *14. FINAL CONTRACT CONSTRUCTION PAYMENT FOR 1980 SEWER PROJECT The report from the Director of Community Develpment dated 11/3/80, with respect to the completion of the work on the 1980 Sewer Project, performed Davlin Construction Company, was approved, the work was accepted and payment of the final estimates as therein set forth was authorized. * 15. ORDINANCE AMENDING THE 1980 BUDGET, APPROPRIATING FUNDS FOR REPAIR OF TRAFFIC SIGNALS AT WALNUT AND FIRST STREETS II/ ORDINANCE NO. 2468, AN ORDINANCE amending the 1980 Budget for the City of Yakima, and appropriating, transferring and reappropriating money within and among various funds and accounts, all as appropriations for the 1980 City of Yakima Budget. 16. "RULE CF THREE PLUS THREE" FOR APPOINTMENTS TO ENTRY LEVEL POSIT- IONS IN THE FIRE AND POLICE DEPARTMENTS It was MOVED by Carmichael, seconded by Hinman to continue this discussion until after budget hearings. Unanimously carried by voice vote. 17. OTHER BUSINESS SOUTHEAST RECYCLING CENTER There was discussion relating to the City-owned equipment at the Southeast Recycling Center. Council member Beauchamp reported that all City-owned equipment has been moved to the NOVEMBER 12, 1980 City Shops Complex. There was also discussion on the recert- ification of the Southeast Recycling Center; Cbuncil member Beauchamp commenting that they will be closed until sometime next spring and then seek recertification at another location. FEMA PAYMENT City Manager Zais reported that FEMA has notified the City that the application that was filed for $1,083,000 has been accepted with disallowed costs of $54,000 resulting in an approved amount of $1,028,000, of Which we are entitled to 75% equaling $771,000. This amount was immediately forwarded to the State to cover part of the advanced funds the City rec- eived. He also reported that FEMA has notified the City that our application on the appeal for the irrigation system for Chesterley Park has been approved. CHRISTMAS FESTIVAL PARADE ROUTE 11/ City Manager Zais reported that approval has not been granted for a parade route Change to end at the Yakima Mall Plaza. He stated that the Christmas Tree will be relocated at the mall. EXECUTIVE SESSION . _ It was 'MOVED by Carmichael, seconded by'Hintan to move into Executive Session for the purpose of discussing collective bargaining and prospective litigation and then immediately adjourn the meeting to Thursday, November 13, 1980 at 3:00 P.M. in the Council Chambers for the purpose of reviewing the budget. Unanimously carried by voice vote. ADJOURNMENT II/ There being no further business to come before the Council, it was MOVED by Carmichal, seconded by Hinman that this meeting be adjourned at the hour of 11:00 P.M., to then meet on Thurs- day, November 13, 1980 at 3:00 P.M. in the Council Chambers for the purpose of reviewing the budget.
