HomeMy WebLinkAbout10/27/1980 Adjourned Meeting 161 OCTOBER 27, 1980 ADJOURNED MEETING -- URBAN AREA PLAN The City Council met in session on this date at 7:30 p.m. in the Senior Citizens Center, 602 NO. 4th Street. Council Renter*, present were Mayor Betty L. Edmondson, Lynn Buchanan, ".L Lynn Carmichael and Bruce Crest. Absent were Shirley Doty, Henry Beauchamp and Don Hinman. Also present were City Manager Dick Zais, Community Development Director Carol Darby, and staff members Ken Coffin, CDBG Manager, and Associate Planner Judd Black. Mayor Edmondson opened the meeting stating that Lynn Buchanan, as elected Council member from the third district, will be the coordinator of this meeting. CD -- II/ Ken Coffin, BG Manager, gave a short overview of the Urban Area Plan. HO summarized the Plan stating that the intent is to anticipate and accommodate growth and to remain current by keeping it updated. He pointed out on the map the Urban Area Boundary and the Urban Service Boundary. Maud Scott, a citizen, stated that she had hoped there would be something in the Plan aimed at historic preservation. Carol Darby reported that there are three things not in thePfan at present, that are possible for the future -- historic preservation and zoning, energy conservation and human resources. They are starting to work on than now and they might be put in later. There was discussion on how to apply for zoning that doesn't exist such as a zone for historical preservation. Mayor Edmondson suggested that citizens interested in setting up some type of historic designations might form a committee or committees to work on this. Carol Darby asked about truck routes as an issue in the Plan. Ken Knight, a citizen, reported that trucks are parking on residential area streets and parking strips. It was reported that the corner at 4th and "I" Streets has improved since the traffic of trucks has been dhanged. There was discussion on truck routes in the area of 8th Street. Carol Darby asked for feedback also on housing. There was discussion regarding burned out houses, moving houses to lots bringing them brought up to code, housing mixtures because of multiple zoning, etc. It was indicated by those citizens present that they would prefer to see the area kept in the single-family trend. There was discussion about the care of the parking strips and the fact that this is not, or cannot be done because of the financial status of the City and the Parks Department at the present time. Mayor Edmondson suggested that citizens might be urged to adopt a park spot on Naches Avenue park strip, or any other park strip to take care of that spot. Maud Scott stated that she wished to make some statements. First, that II/ she personally thinks that this Urban Area Plan is a very good thing. Second, she commended the Council on their stand on the outside utility policy and hopes they stick to it. She also asked how public funds could have been used to save apartments, etc. that are being torn down. Carol Darby explained about UDAG and Section 312 Loans regarding rent controls. Carol Darby referred to one last section -- citizen participation -- stating that this is a very important section and wanted to know basically how neighborhood participation can be stimulated. There was discussion on this, as well as on the transit system, Yakima Valley Transportation Exchange, mass transit and mobile homes and parks. Ms. Darby reported that there will be a hearing on the mobile home issue.
