ADJOURNED MEETING - JULY 28, 1980
The City Council net in session on this date at 1:00 P.M. in the Council
Chambers at City Hall to discuss Affirmative Action Plan, 1980 Update,
Mayor Betty L. Edmondson presiding, Council members Beauchamp,
Carmichael, Crest, Doty and Hinman present on roll call. Buchanan
absent.
City Manager Zais explained that the Affirmative Action Plan is a
document that goes back a number of years to 1973. The last time it was
formally amended and updated was in 1977. He stated that also included
were specific goals and timetables and gave a brief history of the
Affirmative Action Program for the City. He reported that when Gary
DeCoteau was hired as the City's Affiniative Action Specialist, his
assignment was to update the Affirmative Action Plan and that this
document also includes goals and timetables in 1980 as well as for 1981.
- II/ Assistant City Manager Wittenberg gave some background on the City's
requirements to comply with federal law and reviewed Title VII and
funding. He stated that the City has a legal responsibility and is
obligated to follow through on an Affirmative Action Plan.
Bob Weaver, Personnel Officer explained that the Affirmative Action
Committee, Department Heads and City management staff, working with Gary
Decoteau were responsible for the update of the Plan and it is designed
to assist the City to have a sexual and ethnic distribution of
personnel. He reviewed the proposed draft outlining the various
sections included indicating that it is a detailed Affirmative Action
Plan that, by necessity, should be implemented over a period of three to
five years.
Gary DeCoteau explained that this is a plan for equal opportunity rather
than a policy of non-discrimination and is necessary because of the
changes in equal opportunity laws and affirmative action laws. He
stated that it will. not have to be revised each year -- only the goals
and timetables, and that the overall Affirmative Action Plan has to be
in balance with goals.

There was discussion regarding vacancies, recruitment, training,
testing, Police and Fire exams and the related costs. Council members
also discussed inserting a program that addresses the composition of
boards and commissions as related to Affirmative Action. After
discussion, it was MJVED by Hinman, seconded by Beauchamp that staff be
instructed to prepare legislation to adopt the Affiniative Action Plan
and add an amendment which incorporates a section regarding the
composition of boards and commissions as it relates to Affirmative
Action: carried, Beauchamp, Carmichael, Crest, Doty, Edmondson and
Hinman voting aye by voice vote. Buchanan absent.
There being no further business to came before the Council, the meeting
