HomeMy WebLinkAbout05/08/1980 Adjourned Meeting (2) ADJOURNED MEETING - JOINT CITY COUNCIL-COUNTY COMMISSIONERS May 8, 1980 The City Council net in joint session with the Yakima County Carnnissioners on this date at 10:00 a.m. in the Council Chambers of City Hall, Yakima, Wasington, to discuss Airport matters. Council members - present were Mayor Betty L. Edmondson, Lynn Buchanan, Lynn Carmichael, Bruce Crest, Shirley Doty and Don Hinman. Councilman Henry Beauchamp absent. Also present were Yakima County Commissioners Les Conrad, Chuck Klarich and Graham Toilet-Son. Carol Darby, Director of Community Development explained that members of her staff will be making a presentation that pulls together 'many of the issues on where we are at the Airport - and try to get the two entities together. She stated that John Haddix, Associate Planner will be speaking to airport planning and Hardy Acree, Airport Manager on Airport personnel and activities. John Haddix reviewed the Airport Master Plan which was adopted in 1976 and stated that an update of the Master Plan is now underway: He further explained that a new airport layout plan is necessary and a new noise analysis impact map will need to be prepared. There will need to be consultant assistance and a need to institute a height restriction ordinance. Hardy Acree referred to charts showing the actual number of Airport personnel at this time and the additional number that will be needed, particularly for security and field support. He also reported on Airport equipment stating that it is in good operating condition and that a new snowblower is being purchased. He spoke of the appearance of the Airport, that the building is 30 years old and the air conditioning and electrical systems need to be renovated as well as the building itself. He stated that it is open from 5:00 a.m. to 11:00 p.m. with 11/2 personnel to clean and that there are only two security people to cover the 6:00 a.m. to 11:00 p.m. period seven days a week. He also stated that an Assistant Airport Manager is needed. Ms. Darby stated that the reports given provide an idea of what kind of staff the airport needs and explained the portion of the budget that covers mandatory items in accordance with FAA requirements. She further stated that airport leases are one small factor in the airport operation and revenues and that the Airport Advisory Commission is working with the contracts and leases. She introduced Airport Advisory Commission members Don Emerick, Don Heinen and Bill Almon. Also Don Larson, one of the fixed base operators. She reported that in 1979, the $50,000 deficit at the Airport was paid from FRS funds and that in 1980 it is anticipated that there will be a $100,000 to $110,000 shortage. She stated that the need at this time is to address where we want to be five, ten or so years from now. Sane major decisions need to be made. Assistant City Manager Larry Wittenberg, referred to the Airport Financial Study and reviewed the needed staffing and capital improvements to the terminal. He listed several options that could be considered to support the Airport in the future, the three most viable being: (1) Port District - Long Term; (2) Airport District - Short Term; and (3) Joint City-County Operations - Short Term. He emphasized that the Airport is a regional facility and reported on what would have to be done for a joint City-County operation. County Comnissioners asked questions about the Airport leases, boarding fees and Whether other airports are joint City-County or private. Commissioner Les Conrad stated that there is no possibility that the County can subsidize the Airport. It was not that Spokane and Walla Walla airports are joint City-County operated, Sunnyside is a Port District and all others are private. Don Larson stated that the Airport cannot be supported just on the leases and members of the Airport Advisory Commission agreed with him. After further discussion, it was the general consensus of the City Council that a representative of the County Commissioners and the City Council should get together with a representative of the Airport Advisory Commission to further study this matter. There was no definite agreement or disagreement on this suggestion by the County Commissioners. They indicated that they would have to study the matter and the Council would hear from them Tuesday or Wednesday of the following week, whether or not they wish to join the City Council in a study. ADJOURNED MEETING - JOINT CITY COUNCIL-COUNTY OOMMISSICNERS 0 27 May 8, 1980 It was then MOVED by Doty, seconded by Buchanan to adjourn this meeting at the hour of 11:30 a.m. to then met at Wilson Junior High School at 7:00 p.m. on this date: carried, Buchanan, Carmichael, Crest, Doty, Edmondson and Hinman voting aye by voice vote.
