HomeMy WebLinkAbout04/24/1980 Adjourned Meeting 1- '0 Q ADJOURNED MEETING -- COMMUNITY FORUM ,..; ' APRIL 24, 1980 The City Council met in session on this date at 7:00 P.M. in the library at Barge-Lincoln School, in Yakima, Washington. Council members present were Henry Beauchamp, Lynn Carmichael, Shirley Doty, and Don Hinman. Also present were City. Manager Dick Zais and the Meeting Facilitator Frank Kolb. Mr. Kolb asked the citizens how they felt about funding the Transit System with a .3% Sales Tax. Council member Carmichael explained that this source of revenue is an option the Council is considering. She stated that the Household Tax would be dropped if this became effective. Councilman Beauchamp stated that if the .3% Sales Tax is not needed to fund the Transit operations in the following years, then it is possible that the Sales Tax would be decreased. Council member Doty reported that the bus schedule is being changed in July to give one-half hour II/ service to most routes. City Manager Zais stated that the idea of free or reduced fare was for incentive to attract more riders. He requested the citizens to speak to the merchants they trade with to tell them they are supporters of the Sales Tax to fund the Transit System. He stated that some of the businessmen are afraid the Sales Tax will drive bus- iness away. In response to a citizen's question, City Manager Zais stated that the .3% Sales Tax cannot be raised. He stated that .3% is the limit. Mr. Kolb introduced- the subject of the Affirmative Action Plan for discussion. Councilman Hinman briefly explained the controversy sur- rounding the City's Affirmative Action Plan. He stated that the con- troversy is centered in the Police and Fire Departments. Council is concerned about Affirmative Action but doesn't want to lower the stand- ards. He reported that $15 million dollars out of a $35 million dollar budget came from the federal government, and they are saying that if the City doesn't comply they will ask for that money back. (Councilman Beauchamp absent after 7:55 P.M.) Mr. Kolb Observed that the citizenry isn't going to have too much to do with this. Council member Doty stated that she wants to keep the citizens of Yakima informed about subjects the Council is discussing. Council member Carmichael spoke About the Civil Service testing procedure used in Seattle. She stated that a good recruitment program is not going to solve problems in Affir- mative Action. The next topic discussed was the Airport. Councilman Hinman stated that the Airport doesn't just serve the people in the City of Yakima. He stated that the City is subsidizing the Airport. He stated that our goal is to get an arrangement with the County so that they are helping to support the Airport. Mr. Kolb stated that he feels it should have a wider base and the County should be involved. The issue of annexation was brought up for discussion by Mr. Kolb; however, it did not receive much response by the citizens. One of the citizens asked how long a person has after a fire before the area has to be cleaned up and the house taken care of, and spoke about a house in the area that has not been cleaned up. Councilman Hinman II/ suggested that the Code Enforcement Division be called about this. Mary that Kirby, a citizen, stated at there is a house on 4th and "H" that has been condemned because of fire and not much work has been done on it. Mr. Kolb questioned if the landlord has any responsibility in providing parking for his tenants. Councilman Hinman suggested he check with Code Administration. A citizen asked when Bartlett is going to be paved. He stated he would be happy if Bartlett were just oiled to keep the dust down. Mary Kirby requested that weed killer be sprayed along Naches Avenue.
