HomeMy WebLinkAbout11/13/1980 Adjourned Meeting 185 NOVEMBER 13,-1980 ADJOURNED MEETING - BUDGET REVIEW The City Council net in session on this date at 3:00 p.m. in the Council Chambers of'CitY Hall, Yakiffia, Washington. - CtiunCil udicers present were Mayor Betty L. Edmondson, Lynn Buchanan, Lynn Carmichael, Bruce Crest, Shirley Doty and Don Hinman. Council member Beauchamp present after 4:30 p.m. - Mayor Edmondson announced that this meeting was scheduled for the purpose of studying the budget. She announced there are several members of the' Airport Advisory Commission in the audience. Bill Almon, Pete Terrett, Gary Robbins, Ken Hilliard and Russ Love introduced themselves as members of the Airport Advisory Commission. 1. AIRPORT II/ AIRFIELD OPERATIONS Carol Darby, Director of Community Development, referred to the material previously distributed dated 11/5/80 and stated that it is anticipated that the Airport 'budget will have a deficit of $140,000 for 1981. She stated that this year, they charged all the Airport-related costs to the Airport. Discussion followed on the personnel requirements for the Airport and focused on the request for an additional security officer, maintenance specialist and changing the part-time custodian position to full-time. She explained the duties of each of these positions emphasizing the fact that the Airport is opened 24 hours and not all the personnel are on duty at the same time. She explained the operating expenses, expressing concern about the $32,000 for equipment rental and repairs Charged by the Garage. She stated that the maintenance specialist repair many of the small engines that break down and a lot of the equipment was bought by FAA. City Manager Zais commented that the $32,000 is based on actual past rental and repair costs and the formula for replacement of equipment. Concern was expressed by the Council on this item and discussion followed and a further review of the figures was requested to see if the airport could be placed on a maintenance and operation plan similar to the Parks Department. TERMINAL AND ADMINISTRATIVE OPERATIONS Carol Darby explained the need for increase in the janitorial services. She also explained the need for the long range planner, commenting that this past year an Associate Planner was used for Airport Planning and assisting in the negotiation of the leases, but he was budgeted in Utility Planning. Several Council members expressed concern about adding this position and Ms. Darby stated that the Master Plan needs to be updated in order to manage the airport effectively in the future. (Council member Beauchamp present after 4:30 p.m.) Speculations were made on the possible involvement in the II/ airport operations in the near future and at role it will have in helping to offset the deficit. Willis White, Public Works Director, reviewed the calculations for the equipment ep rental and replacement charge and stated that the figures should not be $32,000, but in recalculating the figures, it should be $37,000. He briefly explained the maintenance procedures, commenting that they are on a preventative maintenance schedule to attempt to avoid major repairs. City Manager Zais reported that the deficit does not include the cost for the Fire Station at the Airport. He stated that Council has two or three options: (1) Subsidize the deficit in its entirety from either City General Funds or FRS; (2) Ask Yakima county to assume general control and operations of the Airport; or (3) Approach the County with Whatever deficit we have and ask them to join us on the operation of the Airport and ask them for 50% of the dpficit and give them a full voice in the operation of the Airport. Ms. Darby stated that staff will be giving budget information to the Airport Advisory Commission because they are going to meet with the Task Force . _ from the Chamber-of Commerce. Mayor Edmondson stated that it is important that the Airport Advisory Commission come back to Council and give a report and perhaps some recommendations. . . 138 NOVEMBER 13, 1980 ADJOURNED MEETING - BUDGET REVIEW Pete Terrett, Airport Advisory Commission member, stated that the Commission has some questions and suggestions and they would like to meet with the Council. . . It was MOVED by Carmichael, seconded by Buchanan that this meeting adjourn at the hour of 5:25 p.m. to then meet at 7:30 p.m. tonight at Christ Lutheran Church for the purpose of discussing the , Urban Area Plan. - Unanimously carried by voic vote.
