HomeMy WebLinkAbout11/24/1980 Adjourned Meeting . 98 NOVEMBER 24, 1980 ADJOURNED MEETING - BUDGET REVIEW The City Council met in session on this date at 2:00 P.M. in the Council Chambers of City Hall, Yakima, Washington. Council members present were Mayor Betty L. Edmondson, Henry Beauchamp, Lynn Buchanan, Shirley Doty, and Don.Binman. council member Lynn Carmichael present after 2:20 p.m. and Council member Bruce Crest present after 2:25 p.m. Mayor Edmondson announced that this meeting was scheduled for the purpose of studying the budget. • 1. OPEN DISCUSSION FOR THE GOOD OF THE ORDER Council member Buchanan expressed his concern about a letter he had received from George Kapellas concerning an on-going committee regarding transportation for the elderly and _ handicapped. He stated that although the letter was not on City letterhead, it was mailed in a City envelope implying the City is behind the Committee and organizing it. City Manager Zais stated he would check on it. 2. FIRE DEPARTMENT Fire Chief Ed Carroll reviewed the budget by service unit • numbers. He commented that the fire suppression personnel will be collecting data for the Master Plan. He spoke about the reorganization of personnel in his department stating that the position of Training Officer, at the rank of Captain, was initiated on a provisional basis in 1980 and that position will remain active in the 1981 budget. Battalion Chief Groth spoke about the time frame for the Fire Master Plan Which will begin in January. He stated that the coordinator of the Master Plan would be an Associate Planner from Community Development Who would devote half of his time to master planning. He stated that one program giving response information could be put on the computer for analysis. This information currently is on individual response sheets. He proposed that a professional services contract be made for program development and program analysis to assist the steering committee. He stated he thought this could be done for about $6400. He also stated that there are some printing costs, computer time expense and staff and committee travel and miscellaneous expenses which could total approximately $3100. He stated that $23,600 is available from FRS carry-over from the 1980 allocation of $25,000 for Master Planning or volunteer program. .Apparatus replacement was discussed, Chief Carroll reporting that he had directed his staff to develop specifications for a replacement pumper that has some aerial capabilities. He stated that this pumper would replace a 1949 Seagraves, Which is a reserve pumper. City Manager Zais reviewed the procedure this would follow, acceptance of specifications and authorization by Council to call for bids. He stated that this would cost approximately $180,000 and there are adequate funds within the equipment replacenent fund. Mr. Groth stated they are requesting a capital outlay for photographic equipment to be used in arson investigation. Another capital outlay request is for the relocation of the Communications Center that is budgeted for $69,000, Which will come from the capital reserve fund. City Manager Zais spoke about the emergency repairs Which have had to be made to this equipment this year. He commented that the Legal Department has prepared a legal opinion for the use of the bond proceeds and it was their opinion that the bond issue was more liberal than for just the use for the training center. City Manager Zais cautioned the Council that the labor negotiations for the Firef ighters' Union has not been resolved and if the settlement exceeds the budget, then some other source of income must be found.
