ADJOURNED MEETING -- BUDGET REVIEW
The City Council met in session on this date at 9:00 A.M. in the Council
Chambers of City Hall, Yakima, Washington. Council members present were
Mayor Betty L. Edmondson, Lynn Buchanan, Lynn Carmichael, Shirley Doty,
and Don Hinman. Council member Henry Beauchamp present after 9:30 A.M.,
and Council member Bruce Crest present after 10:45 A.M.
Mayor Edmondson announced that this meeting was scheduled for the pur-
pose of studying the budget for the Community Development Department.
1. RESOURCE PLANNING
Carol Darby, Director of Community Development, and Larry
Wright, Planning Manager, reviewed the functions of this
division by service unit number and gave a break-down of the
$163,752 expenditures. Concerns were raised by staff relating

to the necessary budget cut deleting the position of Graphic
Technician, whose planning functions will be distributed to
the other planners. Carol Darby stated that this position is
the only Graphic Technician in the City and is used by the
various City departments, and suggested that this position be
funded by the various departments. It was the general con-
sensus of the Council to direct staff to figure out a way to
keep the position of Graphic Technician, suggesting that staff
review the carry-over FRS funding for the Master Fire Plan
from this year.
CODE ADMINISTRATION
Carol Darby, Director of Community Development, and Lou Roe-
derer, Code Manager, reviewed the functions of this division
by service unit number and gave a breakdown of the $228,999
expenditures and $332,707 anticipated revenues. Concern was
raised by the Council about the lack of public knowledge for
required permits, focusing on wood burning stove permits.
Council directed staff to develop a program for public aware-
ness of the City's program to assist in housing safety by
performing inspections. Ms. Darby suggested that staff come
back after the beginning of the year and make a presentation
on wood stoves and a public relations program.
ENGINEERING
Carol Darby, Director of Community Development, and Dennis
Covell, City Engineer, explained the relationship between the
City and YMATS. Mr. Covell reviewed the functions of the
YMATS, Traffic Engineering, and Engineering Divisions by
service unit number, and gave a breakdown of the $1,222,064
expenditures. Carol Darby commented that the $30,000 of FRS
funds for the Storm Drainage Study had not been earmarked, due
to an oversight. Staff raised concern regarding the need for
a Traffic Aid ($18,300), which was not budgeted. Ms. Darby
stated that the current Traffic Technician II position could
be filled with a Traffic Technician I position. Council

member Hinman expressed concern about the fact that Engineers
are separated under two different departments. Ms. Darby
stated that coordination between the two departments would be
her biggest concern, especially for utility planning. She
stated that the Engineers should be under the supervision of
the professional City Engineer. Discussion followed on the
decreased level of service the Engineering Division will be
able to provide with the decreased number of personnel .in
1981. Council member Doty suggested that staff look into
using CETA personnel for special projects, as there are funds
available in their budget.
