May 8, 1980
The City Council met in session on this date at 7:00 p.m. in the
multi-purpose roan of Wilson Junior High School, Yakima, Washington.
Council members present were Mayor Betty L. Edmondson and Shirley Doty.
Also present was Ines Rice, the meeting facilitator, as well as
approximately 12 citizens.
The matter of the City transit system was brought on for discussion.
Mayor Edmondson explained the alternatives for funding the transit
system: either raising the household tax or instituting a .3% sales
tax. She stated that if a sales tax were imposed, household tax would
be deleted. She further stated that additional monies are needed to
improve the system. Either way it would have to go to the vote of the
people. Mayor Edmondson explained that there is a Transportation
Exchange for the elderly and handicapped for which some federal funds
are used and if we do not apply for and use any federal funds, the

Transportation Exchange would lose these funds used for its support.
There was discussion regarding bus service and it was explained that
some of the routes will be modified and changed to give better service
inside the City limits and to keep within the present budget. In July,
there will be 1/2 hour service - from 5:45 a.m. to 6:45 p.m. A citizen
present stated that he would like to have the City consider extending
the bus to early evenings so that people can go downtown to the show and
to shop, and also consider extending some of the routes beyond the City
limits. Mayor Edmondson stated that it is a possibility, if some
additional funds are received, and suggested that if the citizens would
like to see the system upgraded and additional routes and time limits
added and think it is worth putting a few dollars into it, that they
consider one of the two suggested alternatives, raising the household
tax or instituting the .3% sales tax.
A citizen present asked why hasn't the City put the stop light in at
48th and Tieton Drive as promised. Mayor Edmondson explained that when
the Glascam property is developed a traffic count will be done to see if
the traffic at that intersection justifies the installation of a traffic
signal.
Dr. Donald Von Pein, 3 No. 41st Avenue talked about the noise on 40th
Avenue stating that many of the cities prohibit the big trucks from
using air brakes. Mayor Edmondson explained that arterial streets are
put in to carry traffic and this is an arterial. It was suggested that
the noise in this area should be measured. There was some discussion on
streets that need to be improved. It was explained that there is an
arterial street plan and that the number one priority is Nob Hill
Boulevard.
Questions were asked about the City's Affirmative Action Program. Mayor
Edmondson explained that in no way is it talking about hiring people
that are not competent. Council member Doty explained the Affirmative
Action Program that Seattle has.
The matter of annexation was discussed and reference was made to the
jagged City limits line. Mayor Edmondson explained the annexation
policy and the outside utility agreement. Council member Doty explained
that when the City annexes property it mans that more City services are
needed. It was also explained that besides citizens filing petitions to
annex, the City may when a certain density exists, annex that area in.
The meeting adjourned at 9:00 p.m.
