JOINT CITY COUNCIL -- COUNTY COMMISSIONERS
JULY 24, 1980
The City Council met in joint session with the Yakima County Commis-
sioners on this date at 10:00 A.M. in the Courthouse to discuss the
proposed Joint Law Enforcement Facility. Council members present were
Mayor Betty L. Edmondson, Lynn Buchanan, Lynn Carmichael, Bruce Crest,
Shirley Doty and Don Hinman. Councilman Henry Beauchamp absent.
County Commissioners present were Les Conrad, Chuck Klarich and Graham
Tollefson. Others present were Police Chief Jack LaRue, Captain Harvey
Qualley, Sheriff Dick Nesary, City Manager Dick Zais, personnel from
Doudna-Williams, Architects, and other interested persons.
It was noted that the meeting was for the purpose of reviewing the
status of the facility study under way and for information.

City Manager Dick Zais reviewed the fact that both entities had author-
ized the engagement of the Doudna-Williams architectural firm, 'to do the
study in three phases and report to the joint entities after each phase.
The first phase has been completed and the architects have indicated
that the next step is an interim addendum report at a cost of an addi-
tional $5,000.
Bob Williams of Doudna-Williams, explained that the agreement is to do
the study in three phases, putting a price tag on each, and as they have
gone along they feel there is an interim phase that will provide for a
no-go or go position. This interim report will provide cost data and
the basis of whether to proceed. Dan Smith of Doudna-Williams sum-
marized the first phase report, explaining that this initial phase was a
date getting, understanding of the departments and essentially getting
to know the operations of the departments. They then developed the data
based report, taking a look at the areas of possible consolidation and
looking at the growth of the departments over the next 20 years. He
further reported that they looked into all areas of both departments --
communications, records, complaint desks, support services, training,
lab facilities, shooting range, staffing, etc. He stated that their
initial findings to date have indicated there is very little question
that . consolidation of facilities would save a lot of tax dollars.
Discussion followed on housing the personnel in one building, the dif-
ference in the pay scale, the fact that the City has binding arbitra-
tion, and possible problems this might cause.
Sheriff Nesary and Captain Qualley of the Police Department, reported on
their visit to the Spokane Joint Facility, and that it works satisfac-
torily. Police and Sheriff Officers are housed in the same building and
difference in salaries does not seem to be a problem. Also, some of the
joint facilities are housed as much as five miles apart.
Police Chief LaRue stated that he would like to,see the study continued
as he feels a joint facility is the only way to go and is the best
return for the tax dollar. The County Commissioners indicated they were
in favor of going ahead on those functions that might be consolidated,
and wanted to be sure the consultant understands what they want. Dan
II/ Smith stated that the interim report will give a dollar figure on con-
solidation of certain functions and shared usage of others, space re-
quirements and other figures that will provide the basis on which to
proceed further.
After further discussion, it was the general consensus of the County
Commissioners and the City Council members to authorize the consultants
to go on with the interim part of the study, with the two entities
sharing the $5,000 expenditure.

For the purpose of City Council meeting regulations, Mayor Edmondson
adjourned this meeting for the Council members to again meet in the
Council Chambers on July 28, 1980, at 1:00 P.M., on the Affirmative
Action Plan. t
