HomeMy WebLinkAbout04/28/1977 Business Meeting 496 . ADJOURNED REGULAR MEETING - THURSDAY, APRIL 28, 1977 The City Council met in session on this date at 12:00 Noon in the Holiday Inn Restaurant. Councilmembers present were Mayor Betty L. Edmondson, Jean Allard, W. K. "Pete" ?'bore, Dr. Bill Simmons, Nadine Walker and Gordon Wonder.. Council- rrember Ralph Holbrook present after 12:40 p.m. Councilnembers received a letter from Mary Gustafson, Community Relations Officer, stating she would like to be put on indefinite leave without pay as of May 1, 1977 and until a new officer is appointed. She stated this would be tantamount to termination of employment, but would at least provide for a Deputy for the Commission and for a Community Relations Officer for the City in case of need or emergency. It was the consensus of the Council to accept Mary Gustafson's request, with regret. The Council held discussion regarding policies for outside utility requests, annexations, and L.I.D.'s. City Manager Eastman stated the staff could try, II/ in the future, to do some kind of analysis on the long range benefit for the City before bringing these requests to the Council. Councilman Moore stated there may be somewhat of a moral situation occur in which the Council may have to allow an outside utility or L.I.D. even though it may not be beneficial to the City. Many questions were raised in reference to the proposed L.I.D. for sanitary sewer for River Road, in which not all persons in the area wish to have City services. It was the consensus of the Council to discuss this at a later date. City Manager Eastman stated sure decision should be made on this prior to the end of the 30 day protest period for the River Road L.I.D. City Manager Eastman spoke to Council on Ordinances being prepared for regula- tion of adult entertainment. He stated the first will ban topless dancing and body painting studios and would most likely prohibit exotic dance studios and escort services. The next is to contain adult motion picture theaters and book stores into one zoned area. The third deals with regulations and allows police officers to inspect the premises. There being no further business to come before the Council, it was MOVED by Holbrook, seconded by Wonder that this meeting be adjourned at the hour of 1:45 p.m.: carried, Allard, Edmondson, Holbrook, Moore, Simmons, Walker, and Wonder voting aye by voice vote.
