HomeMy WebLinkAbout11/05/1981 Adjourned Meeting 021± NOVEMBER 5, ADJOURNED MEETING - BUDGET REVIEW The City Council net in session on this date at 1:30 P.M. in the Council Chambers-of City Hall, Yakima, Washington. Council members present were Mayor Betty L. Edmondson, Clarence Barnett, Henry Beauchamp, Lynn Buchanan, Lynn Carmichael, and Shirley Doty. Council member Don Hinman absent. Don Horan, Director of Finance and Budget, distributed material on City service charge analysis and explained the procedure for figuring that charge to the various - departments. He cemented that the old formula was base d on their last year's service received. WATER Frank Mabry, Water Superintendent, distributed -a sheet-With corrections to the material previously distribUt.ed.' The personnel listed in the chart in the narrative, in Service Unit 341 by two. Mr. Mabry explained_the budget-for the Water Department, and responded to Council's cjuestions._ . IRRIGATION . Mr. Mabry reviewed the proposed budget for 1982 and responded to Council's questions. He stated that there needs to be a total evaluation of the irrigation systems. He cemented that before abandoning the 'Old General Irrigation sySteM, -the cost of the alternatives should be studied. Mayor Edmondson -suggested that Council should set a time table for looking. at that. SEWER Tan Day, Wastewater Superintendent, distributed a summary of the budget material previously submitted to Council. He cemented that the 1982 budget was predicated on a 35% sewer increase. He'revieWed the proposed budget for 1982 by service unit number, and comMented that the biggest change is in professional services. He'ccmmented that it is proposed that the Sewer Division be charged with the costs to maintain the surface drainage collection system, however, staff anticipates that the Sewer Rate Study Board will recommend against that. City Manager Zais stated that this is a policy decision and until that decision is made, it is budgeted_in,the,gtreet Division. Mr. Day stated that the budget for overtime has been teduded, anticipating additional staff being hired. There was discussion on the guidelines and mandates for staffing at the Wastewater Treatment Plant. The mandated certifications were explained by Mr. Day. Mr. Day stated that he is looking at shift changes to reduce the request for two operators to one additional operator. There was discussion regarding the provisions in the current Union contract and the State and Federal regulations. He commented that if there aren't changes made in the Union contract, additional personnel will have to be requested. Mr. Day made some corrections on page two of the original report, stating that two service units are water and should he included in Service Units 348 and 349. (Council member Buchanan absent after 5:15 P.M.) Mr. Day explained the strong waste program and the mechanism to have the industries pay their fair share for that treatment. (Council member Carmichael absent after 5:25 P.M.) Following discussion, it was MOVED by Doty, seconded by Beauchamp to approve the recommendation as outlined on page two of the 10/29/81 staff II/ report regarding wastewater treatment plant staffing and the upgrade of the Operator II position. Unanimously carried by voice vote. Buchanan, Carmichael and Hinman absent. There being no further business to cane before the Council, it was MOVED by Beauchamp, seconded by Doty that this meeting be adjourned at the hour of 5:35 P.M., to then meet on Monday, November 9, 1981 at 1:00 P.M. at the Yakima Convention Center.
