November 24, 1981
The City Council met in session on this date at 10:00 a.m. in the
Conference Room at the Yakima Center, Yakima, Washington. Council
members present were Mayor Betty L. Edmondson, Henry Beauchamp, Lynn
Carmichael, Shirley Doty and Don Hinman. Council members Clarence
Barnett and Lynn Buchanan absent and excused.
Following discussion, it was determined that the discussion on the Parks ,
& Recreation Department will be held on December 9th, fran 9:00 a.m. to
noon.

Chief Carroll made some corrections on page 169 of the Preliminary ...
Budget, stating that the staff for 1982 should be 51. He explained the
difference in personnel between 1981 and proposed 1982. Council briefly
discussed the training function. Referring to Service Unit No. 122, he
stated that 40% of our response activity is medically related, but it is
a little misleading because the false alarms are not included in those
figures, so that figure is a little low. In response to Council member
Doty's question, Chief Carroll gave an update on the status of the Fire
Master Plan. Council member Doty requested a report on this fran the
Planning Division. There was concern expressed about the slow progress
taking place on this Plan, and discussion followed regarding the
Community Development work load and priority of projects. Council
members asked questions about the increase in manpower, the change of
equipment regarding the ladder apparatus, and staffing levels at the
different stations. Council members also requested information on the
number of times the City responds to mutual aid calls fran other
jurisdictions and any requests we have made for mutual aid. The
justification for the three additional fire fighters was given by the
Fire Chief, who gave information about overtime costs. Chief Carroll
brought up for discussion the policy issue of increasing the nonitoring
rates. Following discussion, it was the general consensus of the
Council to request staff to prepare the legislation for the rate
increase for monitoring services to $4 and ask staff to bring back
information on what other communities do regarding a charge for
responding to false alarms. Council members discussed the Arson
Investigation Team and Chief Carroll explained that the detective has
been eliminated fran the team. Chief Carroll explained that he did not
budget for the cadet program because there are still three individuals
on a re-instatement register. Even having that re-instatement register,
a register was formed, which numbers 30, including several minorities in
the top positions. Council member Hinman requested information on the
possibility of a special levy to support medical response calls.
(Council member Beaudhamp temporarily absent after 2:10 p.m.). Chief
Carroll reported that he has applied for a grant to expand the current
medical examination system. (Council nember Beauchamp present after
2:16 p.m.). Doug Gordner, President of 469 Firefighters Association,
stated that the Radio Technician does work for every department in the
City, and if they need work done, they will have to seek outside
service. These people also work with electronics; they are involved in
stringing the wire for the ccmputer and all this work justifies the need
for that position. Referring to the wage package, he stated that the
Union accepted reduced hours instead of wages. He stated that they
understood that if they took the reduction in hours, it would be the
same as wages and there would not be any cuts in personnel. Mayor
Edmondson suggested that if this budget is adopted like it is, then
staff should keep track of how many tines outside services was required
for radio service.
There being no further business to cane before the Council, the meeting
was adjourned at the hour of 12:22 p.m.
