ADJOURNED MEETING - BUDGET HEARING
The City Council net in session on this date at 7:30 p.m. in the Council
Chanters of City Hall, Yakima, Washington. Council members present \Nem
Mayor Lynn Carmichael, Clarence Barnett, Henry Beauchamp, Lynn Buchanan,
Shirley Doty and Jack Spar ling. Council member W. K. "Pete" Fbore
absent.
This being the time fixed for the hearing on the 1983 Budt and General
Revenue Sharing, Mayor Carmichael opened the hearing up for audience
participation. John Klingele, 1312 W. Walnut, expressed his concerns
regarding the manner in which the budget as caviled and distributed.
Mayor Carmichael informed Mr. Klingele that the City was trying money
saving methods this year as well as addressing the need for
current/timely information. Mr. Klingele then ccmnented on the Transit
Deparbrent's decrease in the number of operations and the addition to
staff of a Department Assistant I and a Customer Relations Marketing
Specialist. Mr. Klingele expressed his desire to see rrore transit
operators running the louses than the addition of administrative staff.
Council member Do responded, informing Mr. Klingele she felt the
custaner relations function was very beneficial as that person has done
a great deal towards providing public awareness regarding the transit
system. In addition, that person has performed a multitude of other
duties as well. Mr. Klingele ccrnrrented on the proposed headcount
increase in the Refuse Division. He also ccrnrrented on proposed office
equipment in the Sewer Division. Mr. Klingele spoke in favor of the
$160,000 savings incurred in construction costs and voiced his concern
re: a reduction in the Street Division of the number of miles of
sealcoating of arterials.
Council member Barnett ccrnirent.ed he had received calls frcrn Judy
Roberts, citizen, who had planned tb attend the meting to voice her
concerns regarding the lack of street lighting after 12:00 rnidnight.
It was MOVED by Buchanan, seconded by Beauchanp that this meeting be
adjourned at the hour of 7:55 p.m. to the meet at 9:00 a.m., Tuesday,
December 7, 1982 in the Council Chambers, City Hall. Unanimously
carried by voice vote. Moore absent.
