HomeMy WebLinkAbout12/03/1982 Adjourned Meeting DECEMBER 3, 1982 323 ADJOURNED MEETING - BUDGET REVIEW - ' The met in session on this date at 130 p.m. in the Council - --Chambers of City Hall, Yakima-, Washington. Council members , present were Clarence Barnett, Lynn Buchanan, Shirley Doty and W. K. "Pete" Moore. Council member -Jack Sparling present 'after 1:50 p.m. Mayor Lynn Carmichael and Council Member Henry Beauchamp .absent. City' -Mhaser Zais informed Council there would he two Public Safety Budgets to review today for the Fire and Police Departments. FIRE DEPARTMENT Ed Carroll, Fire Chief, introduced Margaret McDaniels and Pam Pettuchi, - - analysts for the Washington State Research Council. Ken Groth, Deputy Fire Chief, provided Council with a brief summary of 1983 Fire Department Budget. Mr. Groth informed Coundil 'that although the 1983 budget is similar to the '1982 budget, there are a few differences. 'Service Unit 124 has 3/4 of a position less due to staff 'reduction of a - Radio Technician position in October of 1982, and Service Unit 125 has a ' capital expenditure for an economy pick-up truck as a replacement for a truck which was damaged beyond repair in 1982. Mr. Groth indicated there are very few areas to reduce the budget without reducing personnel. ASsistant City Manager Larry Wittenberg informed Council ' that this year fringe benefits are included within the Service Units as opposed to past procedures. Council member Barnett requested further explanation regarding the increase from $1.9 million to $2.4 million for ' Service Unit 122, Fire Stippression. Mr, Groth informed Council the increase is due to negotiated salary increases for 1983. .He went on to discuss further Cuts in the budget of individual line items not reflected in the summary material Council currently has. (Council member Sparling present after 1:50 p.m.) ' COuncil Member Barnett reqUested an explanation of the increases in communicaton'and other services for Service Unit 124. Council member Barnett also requested information regarding the travel budget. Mr. Groth expanded on the necessity for cerLain individuals in the - department to attend conferences in order to keep current with Fire Service developments. - Council member Doty expressed her concerns regarding the travel budget, indicating that travel is one area cuts can be made. Ed Carroll expressed his desire to see the training portion of the travel budget remain intact. Council member Doty requested an explanation on the micro wave system for Service Unit 124, asking if the $8,000 requested is the City's portion of the cost for the system; and is there any match money involved from the State. Mr. Groth indicated the $8,000 represents the City's responsibility of 65% of the system; the State is providing 35%., of the cost. Mr. Groth also indicated the $8,000 is an estimate and they believe the actual cost will be less. Council member Barnett reqUested further information regarding the damaged pick-up truck indicated in Service Unit 125, questioning if any insurance money had been received. Council member Sparling questioned the Department's strategy if revenues drop from their projections indicated in the budget. Council member Barnett inquired about the three fire fighter positions to be filled in 1983. Council member Moore asked about the possibility of Police and Fire communications being put together as the proposed 911 Emergency System did not pass in the last election. Chief Carroll expressed his concerns regarding the earned leave balance that continues to escalate and also the need of a fund for equipment replace- ment as he feels the bond avenue for equipment replacement is not effective. POLICE DEPARTMENT Jack LaRue, Chief of Police, introduced his command staff, Alice Bachison, Administrative Assistant, Captain Roy Capen, Captain Pleas Green, Investigation Division and Captain Harvey Qualley. Following a brief budget presentation, Council member Barnett requested further explanation regarding Service Unit 114, Capital Outlay expenses of $380 for an Executive Rotary Chair-Arm. Council member Doty expressed her concerns regarding the travel portion of the budget. Chief LaRue informed Council of the declined memberships and conferences attendance by the Police Department in all areas not involved with the City of Yakima and indicated the rise in cost is due to inflation, not expanded participation. Chief LaRue went on to explain the training portion and expenses included in the travel bldset. Council member Barnett requested further explanation of Service Unit 119, Code 500-Intergovernmental Service. Council member Budhanan requested 324 DECEMBER 3, 1982 ADJOURNED MEETING - BUDGET REVIEW further clarification regarding travel expenses for the new officer training program held in Seattle. Council member Moore questioned at was covered under Professional Services for the Investigation Division. Council member Barnett stated he felt the 1983 Budget for the Police Department was reasonable. Chief LaRue expressed his concerns regarding the lack of attention/services given to the juvenile area. Council member Barnett commented on the number of citizen complaint calls he has received regarding the Police Department's policy of "stacking calls" due to priority. Council member Budhanan requested a breakdown between commissioned and non-commissioned officers. City Manager Zais informed Council the Police Cadet program is not represented in the 1983 budget and will be funded from the Revenue Sharing Fund. Council member Budhanan requested further explanation regarding the Cadet Program. Council member Doty questioned the status of the Police Department's unfunded liabilities. Chief LaRue addressed the equipment replacement fund, expanding on the status and condition of the equipment. Council II/ member Moore addressed the possibility of communications consolidation between the Police and Fire Departments. Chief LaRue expressed his opposition to the if:lea, indicating Yakima is too large and that the Police and Fire Departments are located in separate facilities. Discussion followed regarding the possibility of combining the tWo department's communications system. Assistant City Manager Wittenberg informed Council of the factors responsible for a delayed decision regarding a combined communications system. It was MOVED by Moore, seconded by Barnett to go into Executive Session for the purpose of di Fending litigation. Unanimously carried by voice vote. Mayor Carmichael and Council member Beaudhamp absent. Upon the completion of the Executive Session, it was MOVED by Barnett, seconded by Sparling that this meeting be adjourned at the hour of 3:45 p.m. to then net on Monday, December 6, 1982 at 7:30 p.m. in the Council Chambers at City Hall.
