HomeMy WebLinkAbout11/23/1982 Adjourned Meeting 322 NOVEMBER 23, 1982 Adjourned Meeting - Budget Review The City Council met in session on this date at 9:00 a.m. in the Council Chambers, City Hall,- Yakima, Washington. Council members present were Mayor Lynn - Carmichael, Henry Beauchamp, Shirley Doty and W. K. "Pete" Moore. Council members Clarence Barnett, Lynn Buchanan and Jack Sparl- ing absent. PARKS & RECREATION Ed Carroll, Director of Parks & Recreation, reviewed the policy issues for the 1983 Parks and Recreation Preliminary Budget. He discussed the proposed methods to increase revenue and/or decrease areas of main- tenance, therefore enabling the Parks Department to raise the level of maintenance in other areas. Mayor Carmichael expressed her concerns regarding Gilbert Park, commenting the park is located in a vital area and the City needs to seek every possibility to retain the property. Council member Moore suggested that the City should either propose to the residents in the area of Fairbrock Islands Park to take the respon- sibility of maintaining the park themselves or turn the park over to the developer for maintenance. It was the general consensus of the Council that the current system in use regarding the concessions area is adequately being handled and no changes need take place. Mr. Carroll explained the proposed fee charg- ing system for tennis court use. Council member Doty expressed her reservations regarding the proposed system. Mr. Carroll was available to respond to Council's question regarding staff/personnel changes in 1983. Council member Doty addressed the issue of using volunteer help to clean up the park areas. Mayor Carmidnael proposed several sug- gestions in organizing volunteer help. Denise Nichols, Senior Center Supervisor, informed Council that staff is aware of volunteer groups and they are working with them. Council member Doty expressed her desire to see participants of the Senior Citizens Center facility become more involved to support the facility. Ms. Nichols indicated there was a planned project in 1983 to replenish funds. The issue of employee cash-out for sick leave, vacation and compensation time during 1983 was discussed. City Manager Zais indicated it was a major problem and that staff would respond to Council with a further update, locking at alter- : natives to address the unfunded liability. City Manager Zais addressed the need for additional time necessary for the 1983 Budget wrap up. It was decided to extend the Thursday, December 16 meting to an all day meeting to provide the necessary time. There being no further business to come before Council, it was MOVED by Doty, seconded by Moore that this meeting be adjourned at the hour of 12:00 p.m. to then meet on Tuesday, December 7 at 9:00 a.m. in Council Chambers, City Hall, Yakima, Washington. Unanimously carried by voice vote.
