ADJOURNED MEETING - BUDGET REVIEW
The City Council met in session on this date at 1:30 p.m. in the Council
Chambers, City Hall, Yakima, Washington. Council members present were
Mayor Lynn Carmichael, Clarence Barnett, Shirley Doty, W. K. "Pete"
Moore and Jack Sparling. Council members Henry Beauchamp and Lynn
Buchanan absent.
Larry Wittenberg, Assistant City Manager, commented on the memo which
was distributed prior to the meeting indicating that the information
contained in the memo reflected a summary - of changes between the pre-
liminary forecast and the budget materials Council is now reviewing.
CABLE COMMUNICATIONS
Bruce Crest, Cable TV Coordinator, presented a status report to Council
on the Cable Communications 1983 Budget, indicating a projected deficit
of $74,000 which would require drawing a like amount from the cash
reserves account to balance the budget for 1983. He attributed the
deficit to increased capital outlay, cost of renodeling and operating
expenses. He informed Council of 1982 and projected 1983 revenues
expected from the franchises from the cable companies, Cox Cable and
Yakima Valley Cable. He also discussed the anticipated 10-12% rate
increase both frandiises were expecting to implement in 1983. Mr. Crest
then expanded on the 1983 staffing requirements, and responded to Coun-
' cil's questions clarifying 1981, 1982 and 1983 ,cable revenues. He
explained that the initial capital outlay for the division was high,
however, the $100,000 allocated for equipment purchases is a good in-
vestment for the department. Mr. Crest responded to Council member
Doty's examination of the travel portion of the budget: Mr. Crest
indicated 1983 was going to be a "building year" for the division and at
some point in the future, staff would hold an Open House at the nee/
studio facilities at the Yakima Valley Skills Center.
PLANNING DIVISION
Larry Wright, Assistant Director of Community and Economic Development,
began discussion on the activities proposed in the 1983 Preliminary
Budget for the Planning Division. Following Mr. Wright's initial pre-
sentation, discussion followed regarding the proposed reorganization of
the Planning Division which involves transferring an Associate Planner
from the Planning Division to the Finance Department in the capacity of
Grant Specialist. This position would be funded initially by the enter-
prise funds (Water and Sewer utility funds). Council member Barnett
expressed his concerns regarding the reorganization of the Planning
Division. Council members Doty and Barnett expressed their concerns
regarding the possible rate increase necessary to fund the Grant Spec-
ialist's salary from the Water and Sewer enterprise funds. Council
member Moore requested further clarification on the staffing of the
Planning Division. Mayor Carmichael expressed. her reservations re-
garding the cutback of personnel in the Planning Division. Mr. , Nick
Hughes, citizen of Yakima, and Deb Patterson, citizen and Chairman of
the Planning Commission volunteered their concerns regarding the cut in
personnel in the Planning Division.
()ODE ENFORCEMENT
(Council member Moore absent after 3:40 p.m.) Fred Norton, Code Admin-
istration Manager, gave a brief presentation of the proposed 1983 Budget
for the Code Enforcement Division informing Council he felt that the
construction decline has bottomed out citing that construction permits
statistics are on the upward trend. Mr. Norton indicated that the 1983
Budget includes a proposal that the regulatory license fees be increased
by 15% beginning January 1, 1983 and 15% on January 1, 1984, and 1985 to
cover the additional costs of processing. It was estimated that such an
increase would generate an additional $8,334 revenues over the three-
year period. Mr. Norton also informed Council that these particular
fees have not been increased since 1975. John Beer, Jr., Director of
Community and Economic Development, informed Council on the status of
the One-Stcp Permit Center, indicating the Center is achieving what they
had hoped to achieve by consolidating the license program and serving to
update all business, professional and regulatory licenses and to main-
tain than on a current basis.

Mr. Norton explained the major increases in the 1983 Budget are in
accounts over which there is no control, i.e., utilities. He commented
that no funds have been budgeted for any major remodeling, however,
there is $4,320 budgeted for payment of the 1983 miscellaneous PBIA and
$6,615 budgeted for the City of Yakima Insurance Umbrella Policy in-
cluded in the City Hall Budget. Mr. Norton explained the cutback in
personnel of a part-time custodian, City Worker III, and explained
repairs and maintenance costs would be drawn from the General Con-
tingency Maintenance Fund. Council member Doty asked what the status is
on an earlier request she made regarding an after hour repository.
Staff is currently working on the request. Mr. Beer brought to Coun-
cil's attention the current status of the City's boiler. He indicated
the boiler is 40 years old and suggested funds should be earmarked on
this, as a new boiler is approximately $40,000 - $50,000. Mayor Car-
michael raised the issue of the City's involvement regarding the new
County jail; What plans are being made and to What extent the City was
involved.
It was MOVED by Doty and seconded by Sparling that this meeting be
II/ adjourned to then meet on Tuesday, November 23, 1982 at 9:00 a.m. in
Council Chambers, City Hall. Unanimously carried by voice vote. Beau-
champ Buchanan and More absent.
