NOVEMBER 9, 1982
ADJOURNED MEETING - BUDGET REVIEW
The City Council met in session on this date at 9:00 a.m. in the Council
Chambers of City Hall, Yakima, Washington. Council members present were
Mayor Lynn Carmichael, Clarence Barnett, Henry Beauchamp, Lynn Buchanan
and Shirley Doty. Council members W. K. "Pete" Moore and Jack Sparling
absent.
Equipment Rental
Dave Rhodes, Director of Public Works and Don Toney, Fleet Manager,
presented the budget for Equipment Rental, responding to Council mem-
bers' questions. Dave Rhodes explained the new formula for charging
overhead for shop complex maintenance only to those divisions located at
the Shops and not through fleet maintenance charges. Dave Rhodes spoke
about the diminishing funds in the Equipment Replacement funds, which
will soon be depleted, if contributions to the fund are not increased.
Several Council members questioned the need for an additional custodial
position and the request for the reclassification of a Mechanic II
position to a Shop Foreman position.
Transit
Dave Rhodes and Diane Tilstra, Marketing Specialist, presented the
budget for the Transit Division. Mr. Rhodes stated that they are in a
transition phase in trying to get away from Federal subsidary for Tran-
sit operations and there is a need to put money into a reserve fund for
replacement of buses. There was discussion regarding the requested
additional position of Customer Specialist and its functions and duties.
Mr. Rhodes commented that the only way ridership can be increasPA is to
make citizens feel important. Council member Buchanan expressed dismay
regarding the amount of the fare box returns versus the expenditures.
Council member Barnett requested a report on ridership as of the end of
November.
It was MOVED by Budhanan, seconded by Barnett that this meeting be
adjourned at the hour of 11:45 a.m. Unanimously carried by voice vote.
Moore and Sparling absent.
