ADJOURNED MEETING
The City Council net in session on this date at 4:00 P.M. in the Council
Chambers of City Hall, Yakima, Washington. Council members present were
Mayor Lynn Carmichael, Clarence Barnett, Henry Beauchamp, Lynn Buchanan,
Shirley Doty and Jack Sparling. Council member W. K. "Pete" More
absent and excused.
7A. CONSIDERATION OF AN ORDINANCE IMPOSING AND FIXING THE RATE OF AN
ADDITIONAL SALES OR USE TAX IN THE CITY OF YAKIMA (Continued from
10/26/82 meeting)

Ordinance No. 2647, having been read by title, it was MOVED by
Doty, seconded by Bddhanan to amend the ordinance to impose
the 0.5% additional sales tax commencing on January 1, 1983,
adding some conditions: 1) a careful evaluation and implemen-
tation of additional cuts in personnel and maintenance and
operations expenses selected from the possibilities presented
to the Council in the Contingency Budget Reductions of October
7, 1982, or from other cuts suggested by Council members
during the budget process; and 2) the aforementioned cuts to
satisfy the majority of the Council that we have been fiscally
responsive to the pecple of Yakima. Following discussion
about the responsibilities of the Council to scrutinize the
budget, it was MOVED by Barnett, seconded by Beauchamp to
amend the amendment that 0.2% be earmarked to go into the
Contingency Reserve Fund. Carried by 5-1 voice vote. Sparl-
ing voting nay. Moore absent. City Attorney Andrews asked
for clarification that this condition of reserving 0.2% of the
additional 0.5% sales tax 'would only be for the year 1983 and
would be reconsidered between 1983 and 1984. Council members
indicated that the assumption is correct. Following dis-
cussion, the question was called for the vote on the amend-
ment, as amended. Carried by 5-1 voice vote. Sparling voting
nay. Moore absent. The question was called for the vote on
the Ordinance, as amended. Carried by 5-1 roll call vote.

ORDINANCE NO. 2647, AN ORDINANCE relating to funds and ac-
counts; imposing an additional sales or use tax in the City of
Yakima; fixing the rate of such tax; providing for the admin-
istration and collection of suds tax; providing for a penalty
for violations; providing for a "special initiative" appli-
cable to this ordinance; and enacting Sections 3.78.055,
.,3,78 -060, 3.78.070, 3.78.080, 3.78.090, 3.78.100, 3.78.110 and
3.78.120 as new sections of the City of Yakima Municipal Code.
City Manager Zais spoke about the medhanics of the budget
process. He reported that it will take several more weeks to
produce a detailed preliminary budget; however, budget review
sessions can begin, using the Budget Forecast. He stated that
Council can review the budgets for the enterprise funds first,
and then proceed to the General Goverment funds, after the
preliminary budget has been produced. Mayor Carmichael sug-

gested using the current material, putting it into a three-
ring binder, and add to it when additional information becomes
available. It was the general consensus of the Council to
follow this procedure, as outlined.
Council member Sparling expressed his concern that perhaps
Council acted too hastily in passing this ordinance, citing
the effect this will have on his business next year, competing
with businesses located outside the City limits. Gordon
Wonder, a citizen, supported Council member Sparling's con-
cerns, stating that this may cause some businesses to relocate
in the County.
There being no further business to cane before the Council, it was MOVED
by Sparling, seconded by Beauchamp that this meeting be adjourned at the
hour of 4:45 p.m.
