ADJOURNED MEETING - GLEED AREA DOMESTIC WATER SERVICE
The City Council met in session on this date at 7:00 p.m. in the Council
Chambers of City Hall, Yakima, Washington. Council members present were
Mayor Lynn Carmichael, Clarence Barnett, Henry Beauchamp, Lynn Budhanan,
W. K. "Pete" Mbore, and Jack Sparling. Council member Shirley Doty was
present for the meeting, but excused due to possible conflict of inter-
est.
Mayor Carmichael stated the hearing was called in order for the Council
to discuss and eventually decide that the City's future policy should be
concerning domestic water service by the City to the Gleed area water
customers.
Dennis Covell, Director of Engineering & Utilities, summarized .the back-
ground information from his memo of September 13, 1982. He also gave
some alternatives to the Gleed water problem:
ALTERNATIVE A
Discontinue water delivery to all customers north of Nelson Bridge
via the 24-inch wood stave pipeline at a specific date in the
future. During this interim period the water users would make
their individual decision regarding their future water supply
needs. Cost would be $0 - $250,000 depending upon results of
negotiations with Burlington Nbrthern.
ALTERNATIVE B
Do Nothing - maintain and continue operation of the 24-incth wooden
main. The disadvantage to Alternative B is that it would require
the expenditure of $26,000 annually or $12.28 for each $1.00 of
revenue generated.
ALTERNATIVE C
Rehabilitate the existing 24-indh watermain by slip lining with
16-inch plastic pipe. The cost is estimated between $500,000 to
$1,000,000.
ALTERNATIVE D
Abandon the 24-inch wooden main and supply the services from the
48" transmission main with booster pumps at Water Division expense.
The cost would be approximately $550,000.
ALTERNATIVE E
Install a metering system on the south side of Nelson Bridge and
transfer ownership of the system to the users in Gleed at that
location. Cost would be approximately $10,000 for metering fac-
ilities.
Frank Mabry, Superintendent of the Water Division, also stated there are
some potential funding sources that were explored, which included HUD,
DSHS, and FHMA. However, Yakima, due to its size is not eligible to
apply for the Farmer's Home Administration loan because they are giving
priority to public entities of 5,500 population or less. Department of
Social and Health Services advised the project is not eligible for
current grant money. Based on the information given, staff recommended
that the options be considered in the following order: Alternative "E",
Alternative "A", and Alternative "D". Under Alternative "E" the users
would pay for all water delivered to their system Whig includes not 111
only the water used, but also the water that is leaking.
Tom Gogan, Rt. 8, Box 370, Yakima, requested information on When and how
Gleed got hocked up to the Yakima water system. John Klingele, City
resident, responded to Mr. Gogan's question and gave a brief sumnar-
ization on the history of water service to the Gleed area. Mr. Klingele
also suggested that wells be dug for the Gleed residents that are on the
Yakima water line. Tel Hosman, PO Box 31, Gleed Station, Yakima, stated
that water was desperately needed for the fire hydrants. He stated that
there are cut-offs caning off the 48" main. Mr. Hosman suggested the
City go to the Washington Service and Rating Bureau and find out about
the costs and requirements to connect direct to the main for domestic
water and for hydrant protection. Mrs. Lynette Young, Rt. 1, Box 665,
Naches, stated the 48" transmission main goes right through the town of
Gleed. She wanted to know why the town of Gleed wasn't hooked up to the
main at that time. She also stated that at times she goes without water
for an entire day at a time. Frank Mabry, Superintendent of the Water
Division, responded to Mrs. Young's question. He stated there were two

reasons it wasn't done whenever the pipeline was installed: One, the
48" transmission line is .a gravity line that flows from the Treatment
Plant at Rowe Hill_to,the _City. That line is not full of water at all
points in Gleed that we now provide water service to, at all times.
Second, the 24" wood stave line is pressurized from the second level
reservoir and they have to deliver 30 pounds of pressure at a water
meter service, required by Department of Social and Health Services
standards. Dick Keller, Stockholder of Northwestern Fruit & Produce,
suggested lining the existing 24" main and gain $152,000 in revenue,
which can be used to pay off the $500,000 expenditure. Mr. Keller felt
it was unrealistic to just cut off the service. Council member Beau -
dhamp asked about the length of the 24" main. Mr. Mabry stated it is a
little over 5 miles. He stated that while it is all leaking, the pro-
blem is concentrated between the area between Nelson Bridge and Gleed.
II/ Ray Keller, Northwestern Fruit & Produce, asked if the people of Gleed
helped pay for construction of the new system at the Water Treatment
Plant. Dennis Covell stated that part of the rate structure would cover
that cost. Mr. Keller asked if the Gleed people were to form a district
with the idea of getting sane kind of federal funds and funds are not
available, are they on their own? Or does the City stand behind them?
The Mayor stated that it certainly would be something to consider. Mr.
Gogan also wanted to know why the City couldn't put a puncture valve in
the line, for which he would pay. Mr. Mabry stated that under State
regulations, the City cannot supply water to the users without pres-
surizing the 48" pipe line. Allen F. Miller, Rt. 8, Box 681, Yakima
suggested that the City build a well for each of the residents or a
community well. Carol Kester (Short), P.O. Box 637, Naches, states she
felt it would be cheaper if the City gave each one of them a well.
Allen Miller stated that,the,Council would probably learn more outside
of the hearing because s646 of the people are afraid to speak and are on
the defensive because their water could be taken away. Council member
More stated that Council is here to listen. He stated that another
meeting would probably be held either here or in Gleed to try to arrive
at a solution to the problem. Mayor Carmichael also stated that Council
is not willing to make any decision without sane input from those res-
idents to see what they felt at this tine. She stated she is in agree-
ment with Council member Moore as to having more meetings on this issue.
Council member Sparling suggested the residents get together and come up
with a solution. City Manager Zais suggested that staff research the
requirements, costs and feasibility of the City providing either a
community well, individual wells or a combination thereof. Glen Gill,
2408 Old Naches Highway, Yakima, stated he has been on the Yakima water
system for 44-46 years and he also suggested that a private well would
be to the advantage of everyone. There being no further comments from
the audience, the public hearing was closed.
It was MOVED by Budhanan, seconded by More that this meeting be ad-
journed at the hour of 8:35 p.m. to then meet on October 27, 1982, at
7:30 p.m. at the Yakima Center for the purpose of holding a hearing on
the optional 1 5 percent sales tax in conjunction with the proposed 1983
budget.
