SPECIAL MEETING - 911 SYSTEM
SEPTEMBER 1, 1982
The City Council met in session on this date at 7:00 P.M. in the Council
Chambers of City Hall, Yakima, Washington, for a special meeting called
by the Mayor for the purpose of discussing the 911 system. Council
members present were Mayor Lynn Carmichael, Clarence Barnett, Lynn
Buchanan, Shirley Doty, W. K. "Pete" Moore and Jack Sparling. Council
member Henry Beauchamp absent and excused.
1. LOCAL HISTORY OF 911
II/ Dr. Terrance Truhler, Chairman, Yakima County Emergency
Medical Services Advisory Council (EMS), gave some background
information on EMS and their goals. He commented that this is
the third attempt at promoting the 911 system in the
community.
2. THE 911 CONCEPT
Mike Jordan, Pacific Northwest Bell representative for
Emergency Communication Systems, gave a slide presentation on
how the 911 system works. He spoke about a shared system
between the communities in the County and how the costs can be
segregated. He also mentioned that problems with municipal
service areas not coinciding with phone company boundaries can
be resolved.
3. YAKIMA DISPATCH CENTER
Bruce Belfield, Acting Director, Radio and Communications in
the Yakima Fire Department, gave a slide presentation on the
equipment in the Fire Department Dispatch Center located in
the basement of Fire Station No. 1.
4. 911 IN WASHINGTON STATE
Noel Myhre, Communications Coordinator of the Department of
Social and Health Services, gave some information on the
cities and counties in Washington who have the 911 system or
are in the process of implementation of the system.
5. QUESTION AND ANSWER PERIOD
The panel members responded to questions regarding the system
and proposed funding of the system through an excise tax on
use of telephone access lines.
6. WHERE DO WE GO FROM HERE?
II/ Yakima Fire Chief Ed Carroll gave some information on the
costs to implement this sytem, which was a stumbling block in
the past. He stated there are now ways of identifying costs
for proportioning the costs to the various jurisdictions. He
explained the 911 central office conversion schedule, which
was listed on the reverse side of the meeting agenda, as
follows:

He stated that this proposal should be put on the November 2nd
ballot, this year. He stated that the levy can be assessed one
year prior to implementation. He further recommended that a
911 Operations Committee be established. Sheriff Dick Nesary
voiced his support of the 911 system, but stated he felt it
should be implemented County-wide and not be done in phases.
Chief Carroll commented that the committee is working towards
a County-wide system but because of the various phone systems,
a phased implementation would be a responsible approach.
7. ADJOURNMENT
There being no further business, Mayor Carmichael declared the
Council meeting to be adjourned at the 'hour of 8:45 P.M.
