HomeMy WebLinkAbout05/04/1982 Study Session 173 MAY 4, 1982 STUDY SESSION The City Council met in session on this date at 1:30 P.M. in the Council Chambers of City Hall, Yakima, Washington. Council members present were Mayor Lynn Carmichael, Clarence Barnett, Henry Beauchamp, Lynn Buchanan, Shirley Doty and W. K. "Pete" Moore. Council member Jack Sparling absent. 1. OPEN DISCUSSION FOR THE GOOD OF THE ORDER II/ - Mayor Carmichael congratulated Council member Barnett for receiving his 30 year pin from the Kiwanis Club. Mayor Carmichael gave information on the Second Governor's Conference on Rural Development and on an AWC workshop on local government revenue package. Council member Barnett requested information on the political announcements referenced in the Cable TV Advisory meeting minutes. 2. REPORT FROM ENGINEERING AND UTILITIES RE NOB HILL BOULEVARD CON- STRUCTION PROJECT STATUS AND FUNDING Denny Covell, Director of Engineering and Utilities, gave a brief synopsis of his report. Discussion followed in which further information was requested by the Council, as follows: 1) 10 year bonding cost; 2) make strip maps and right-of-way plans available to show impact on property to be acquired; 3) feasibility of scaling down the roadway width - possibly no sidewalks; 4) what triggers the automatic extension of the franchise with YVT; and 5) information on moving the tracks to the center of the road or to the north side - no sidewalks. 3. CONSIDERATION OF DEFERRED CHANGE WORK ORDER FOR WASTEWATER TREATMENT PLANT CONSTRUCTION IMPROVEMENTS Jon Wiese, Sanitary Engineer and Dennis Bertek, Supervising Sanitary Engineer, were available to respond to Council's questions and concerns expressed on Items No. 9, 11 and 15. There was discussion about the type of aerator which would perform the best and the cost figures for them. Dennis Bertek drew a diagram on the blackboard and explained how the aerator will work. It was the general consensus of the Council to continue this discussion next week. BUSINESS MEETING 4. ROLL CALL At 3:00 P.M., the Council members commenced the regular meeting, Mayor Carmichael presiding, Council members Barnett, Beauchamp, Buchanan, Doty, Moore and City Manager Zais and City Attorney Andrews present on roll call. Council member Sparling absent and excused. 5. INVOCATION The Invocation was given by Council member Barnett. 6. CONSENT AGENDA Mayor Carmichael referred to the items placed on the Consent Agenda, questioning whether there were any additions or deletions from either Council members or citizens present. 1 14 MAY 4, 1982 Council member Moore requested that Item No. 18 be added to the Consent Agenda, however, Council member Barnett stated he has some questions on that item. Council member Buchanan suggested that Item No. 12 be added to the Consent Agenda, however, it was the general consensus of the Council that that item be continued one week. The City Clerk then read the Consent Agenda items, including resolutions and ordinance by title. It was MOVED by Buchanan, seconded by Barnett that the Consent Agenda, as read, be passed. Unanimously carried by roll call vote. Sparling absent. (Subsequent paragraphs preceded by an asterisk ( *) indicate items on the Consent Agenda handled under one motion without further discussion.) *7. MINUTES The Council minutes of April 27, 1982 were approved, having been duly certified accurate by two Council members and no one present wishing to have said minutes read publicly. 8. CURRENT STUDY SESSION ITEMS None. 9. AUDIENCE PARTICIPATION Mayor Carmichael read and presented a proclamation to Eileen Kinney and Mary Ann Patnode proclaiming May 6, 1982 as National Nurses Day. 10. HEARING ON VACATION OF WASHINGTON AVENUE FROM SOUTH 24th AVENUE TO SPRING CREEK ROAD This being the time fixed for the hearing on the vacation of Washington Avenue from South 24th Avenue to Spring Creek Road, Larry Wittenberg, Assistant City Manager, briefly reviewed the staff report. There being no citizen present wishing to speak to this item, the public portion of the hearing was closed. It was MOVED by Doty, seconded by Beauchamp to concur with the Planning Commission's and staff's recommendation and request staff to prepare the appropriate legislation to vacate a portion of Washington Avenue from 24th Avenue to Spring Creek Road, except that the right -of -way be retained as a public utility easement and fire lane; and that the suggestions to mitigate traffic impacts by the Traffic • Engineer be implemented. Unanimously carried by voice vote. Sparling absent. 11. REPORT FROM TRANSIT RE TRIAL SERVICE PERIOD FOR EVENING AND SUNDAY SERVICE Larry Wittenberg, Acting Public Works Director, and Dan Newton, Transit Manager, were available to respond to Council's questions. Concern was expressed by the Council that discontinuing the evening service would also discontinue the evening service for the handicapped program. Council deliberated the merits of retaining Sunday service for all routes or discontinue service on four of the routes. Council member Buchanan stated that the number of people using the bus on Sunday does not justify continuing that service. Diane Tilstra, Marketing Specialist, gave some information on the convention market that she is trying to interest in using Sunday transit service. It was MOVED by Barnett, seconded by Doty to discontinue the evening service except the handicapped service program. Unanimously carried by voice vote. Sparling absent. Discussion followed regarding the employment status of the temporary bus drivers, City Manager Zais informing the Council that we would be obligated to assign these employees to permanent status. Dan Newton reported that he is going to have to - hire six permanent part -time and 1 full -time employees MAY 4, 1982 175 without this program, and that he has been to Civil Service before to extend the employment of some of the temporary employees. It was MOVED by Buchanan, seconded by Moore to discontinue the Sunday service. It was MOVED by Doty, seconded by Beauchamp to amend the Motion to table this to next Tuesday's meeting of May llth. The Assistant City Manager indicating he wished to speak to this Motion, the Motion and Second were withdrawn. Assistant City Manager Wittenberg stated that the trial period ends May 9th and Council's next meeting would be May llth. The question was called for the vote on the Motion. The Motion failed by 2-4 vote. Barnett, Beauchamp, Carmichael and Doty voting nay. Sparling absent. It was MOVED by Moore, seconded by Beauchamp to extend the Sunday service, revised hours, on all routes II/ until September 30, 1982, provided we get an extension from the Civil Service on the employee status and if not obtained, discontinue the service as of May 9, 1982. Unanimously carried by voice vote. Sperling absent. 12. REPORT FROM TRAFFIC ENGINEERING RE LEFT TURN SIGNALIZATION AT YAKIMA AVENUE AND SOUTH FIRST STREET Item continued one week. *13. LEASE AGREEMENT FOR POOL COVER RESOLUTION NO. D-4652, A RESOLUTION authorizing and directing the City Manager and City Clerk of the City of Yakima to execute a lease agreement with Aqua Therm. *14. AGREEMENT WITH YAKIMA VALLEY SLOW PITCH ASSOCIATION, INC. RESOLUTION NO. D-4653, A RESOLUTION authorizing and directing the City Manager and the City Clerk of the City of Yakima to execute an agreement with Yakima Valley Slow Pitch Association, Inc. *15. AUTHORIZATION OF INTERFUND LOAN TO THE VOLCANO EMERGENCY FUND RESOLUTION NO. D-4654, A RESOLUTION authorizing a temporary loan from 551-Equipment Rental Revolving Fund to 197-Volcano Emergency Fund, and providing for repayment. *16. PAY DAMAGE CLAIM SUBMITTED BY JUDY RHEAUME FOR LOSS OF REFUSE CAN - CARRIER RESOLUTION NO. D-4655, A RESOLUTION authorizing the payment of $12.99 to Judy Rheaume in settlement of a claim for damages filed with the City of Yakima. *17. APPROVAL OF FINAL PAYMENT ON HIGH ZONE CROSS TIE II/ The report of the Director of Engineering and Utilities dated April 26, 1982 with respect to the completion of the work on the High Zone Cross Tie contract performed by DeBlasio Con- struction Company was approved, the work accepted and payment of the final estimates as therein set forth was authorized. 18. ORDINANCE APPROPRIATING FUNDS FROM FIRE CAPITAL FUND FOR EQUIPMENT REPAIRS AT FIRE STATION NO. 4 (First Reading) Council member Barnett asked what portion of the cost is for replacement of the furnace and what portion is for energy conservation. City Manager Zais stated that he will have that information available at the next meeting. An Ordinance appropriating funds from Fire Capital Fund for equipment repairs at Fire Station No. 4, having been read by title only at this meeting, was laid on the table for one week or until May 11, 1982. 1 MAY 4, 1982 *19. ORDINANCE APPROPRIATING FUNDS , FOR RETIREMENT PAYMENT (First Reading) An Ordinance appropriating funds for employee retirement payment, having been read by title only, was.laid on the table for one week or until May 11, 1982. *20. ORDINANCE APPROPRIATING FUNDS FOR THE PURCHASE OF A PICKUP TRUCK (Second Reading) An Ordinance appropriating funds for the purchase of a pickup truck, having been read by title only at the previous meeting, was brought before the Council for the second reading. ORDINANCE NO. 2611, AN ORDINANCE amending the 1982 Budget for II/ the City of Yakima, appropriating the amount of $7,941 within 552-Equipment Rental Capital Fund for expenditure during 1982. 21. OTHER BUSINESS 911 SYSTEM Council member Buchanan stated that he would want to have the consolidation of the Police and Fire communications operations before initiating the 911 system. Council member Moore agreed that consolidated dispatching is the only way in which the City could save money with the 911 system. It was MOVED by Buchanan, seconded by Moore to have staff look at consolidation of Police and Fire dispatching and bring Council a report. Unanimously carried by voice vote. Sparling absent. ADJOURNMENT There being no further business to come before, the Council, it was MOVED by Moore, seconded by Beauchamp that this meeting adjourn at the hour of 4:30 P.M.
