HomeMy WebLinkAbout04/13/1982 Study Session APRIL 13, 1982 163 STUDY SESSION The City Council met in session on this date at 6:30 P.M. in the Council Chambers of City Hall, Yakima, Washington. Council members present were Mayor Lynn Carmidhael, Henry Beauchamp, Lynn Buchanan, Shirley Doty, W. K. "Pete" Moore and Jack Sperling. Council member Clarence Barnett absent. ,l. OPEN DISCUSSION FOR THE GOOD OF THE ORDER Council member Sperling complained about the timing of the light on North First Street and Yakima Avenue, stating that it took five lights to make a left turn. He further stated he II/ feels the timing should be for the convenience of the people that at this is a dangerous situation. There was discussion on whether left turns should be eliminated or a left turn light be put in. Also, it was noted that there has been a study and previous report by the Traffic Engineering Division. After discussion, it was the general consensus of the Council that the Traffic Engineer's report be brought back for further review and study. Council member Pete Moore reported that he had a call asking Why the street sweeper was working in the Tancara Development. City Manager Zais stated that this matter will be investi- gated. 2. FIRST QUARTER 1982 BUDGET STATUS REPORT Don Horan, Director of Finance and Budget, and City Manager Zais answered questions by Council members. There was dis- cussion regarding Court fines. City Manager Zais reported that Budget expenditures for the first quarter are in line and there will be a full report quarterly. He also reported that we should begin a process of fiscal constraint earlier this year as indications show there will need to be some cutbacks and reductions. After further review and discussion, it was the general consensus of the Council members that this is a very good report. 3. STATUS REPORT ON COMPUTER SYSTENS CONVERSION Assistant City Manager Wittenberg and Dave Kohr, Information Systems Manager, were available to answer questions regarding this report. Recognition was given to Rick Pettyjohn and Steve Myers of the Information Systems Division for their assistance in this program. Council members were invited to visit the Computer Room. 4. EXECUTIVE SESSION ON COLLECTIVE ,BAFGAINING/PROPERTY DISPOSITION It was MOVED by Buchanan, seconded by Doty to move into Execu- tive Session on Collective Bargaining and Property Dispos- ition. Unanimously carried by voice vote. Barnett absent. - BUSINESS MEETING 5. ROLL CALL At 7:30 P.M., the Council members commenced the regular meet ing, Mayor Carmichael presiding, Council members Beauchamp, Bud Doty, Moore and Sparling and City Manager Zais and City Attorney Andrews present on roll call. Council member Barnett absent and excused. 6. INVOCATION The Invocation was given by Council member Beaudiamp. 1.6 APRIL 13, 1982 7. OONSENT AGENDA Mayor Carmichael referred to the items placed on the Consent Agenda, questioning whether there were any additions'or dele- tions from either Council members or citizens present. It was the general consensus of the Council that the addition of Its No. 11 and 12, as requested, be made. The City Clerk then read the Consent Agenda items, including resolutions by title. It was MOVED by Buchanan, seconded by Sparling that the Consent Agenda, as read, be passed. Unanimously carried by roll call vote. Barnett absent. (Subsequent paragraphs preceded by an asterisk (*) indicate items on the Consent Agenda handled under one motion without further discussion.) *8. MINUTES The Council minutes of Marth 30, 1982, were approved, having been duly certified accurate by two Council members and no one present wishing to have said minutes read publicly. 9. CURRENT STUDY SESSION ITEMS None 10. AUDIENCE PARTICIPATION None *11. FIRE DEPARTMENT ANNUAL REPORT The 1982 Annual Report for the Fire Department was accepted. *12. MENDRANDUM OF UNDERSTANDING WITH YAKIMA 00UNTY RE FAIRVIEW/SUMAC UTILITY SERVICE RESOLUTION NO. D-4634, A RESOLUTION authorizing and directing the City Manager and City Clerk of the City of Yakima to execute a Memorandum of Understanding with Yakima County regarding the completion of the Fairview/Sumac sewer system. 13. PROFESSIONAL SERVICES AGREEMENT WITH OLYMPUS AERIAL SURVEYS, INC. FOR MAPPING THE URBAN AREA Following discussion, and Resolution No. D-4635 having been read by title, it was MOVED by Doty, seconded by Buchanan that the resolution be passed. Unanimously carried by roll call vote. Barnett absent. RESOLUTION NO. D-4635, A RESOLUTION authorizing and directing the City Manager and City Clerk of the City of Yakima to execute an agreement with Olympus Aerial Surveys, Inc. for professional aerial photography services. *14. CONCESSION AGREEMENT WITH SLUR-PITCH ASSOCIATION 11/ RESOLUTION NO. D-4636, A RESOLUTION authorizing and directing the City Manager and City Clerk of the City of Yakima to execute a Concession Agreement with the Yakima Valley Slaw Pitch Association. *15. PAYMENT OF DAMAGE CLAIM TO STANLEY QUINN FOR SEWER BACK-UP DAMAGES RESOLUTION NO. D-4637, A RESOLUTION authorizing the payment of $108.00 to Stanley L. Quinn in settlement of a claim for damages filed with the City of Yakima. *16. FIX DATE OF HEARING ON RIGHT-OF-WAY VACATION OF A PORTION OF OLD WASHINGTON AVENUE FOR MAY 4, 1982 RESOLUTION NO. D-4638, A RESOLUTION commencing street vacation proceedings and fixing the time and place for a hearing on the matter of the vacation of a portion of West Washington Avenue. 1 6 4-A APRIL 13, 1982 *17. FIX DATE OF HEARING TO AMEND CITY ORDINANCE ON FENCE HEIGHT AND PIACEMENT April 27, 1982 was set as the date of hearing on the con- sideration of wending the City Ordinance on fence height and placement. 18. EXECUTIVE SESSION It was MOVED by Buchanan, seconded by Moore to move into Executive Session and then immediately adjourn the rreeting. Unanimously carried by voice vote. Barnett absent. 19. ADJOURNMENT Upon the canpletion of the Executive Session, the meeting was adjourned at the hour of 8:30 P.M.
