HomeMy WebLinkAbout01/26/1982 Study Session JANUARY 26, 1982 105 STUDY SESSION The City Council met in session on this date at 2:00 p.m. in the Council Chambers of City Hall, Yakima, Washington. Council members present were Mayor Lynn Carmichael, Clarence Barnett, Henry Beauchamp, Lynn Buchanan, Shirley Doty and W. K. "Pete" Moore. Council member Jack Sparling absent. 1. OPEN DISCUSSION FOR THE GOOD OF THE ORDER Council member Moore stated that at the last meeting, the position of Building Inspector was discussed. He stated he II/ wanted to clarify some of his statements made during that discussion. He stated he asked the head of the building inspection about the revenues in relationship to the expenses. He stated that he did not feel business license revenue should he included in that revenue for the inspectors, which would result in revenue of $109.000 verses a personnel cost of about $161,000. He stated he tried to point out that the fees for building inspections should cover the cost of that service. 2. REPORT FROM YAKIMA VALLEY CONFERENCE OF GOVERNMENTS (COG) RE PUBLIC TRANSPORTATION FEASIBILITY STUDY IMPACT ON THE CITY OF YAKIMA Bob Brandow and Doug Johnson were present to answer any questions concerning the report previously distributed to Council. Mr. Johnson began to review his report, when it was determined that Council did not have the entire packet Mr. Johnson thought they had. Council members asked questions about the possibility of reducing the 0.3% sales tax. He reviewed the positive and negative impacts public transportation would have on the City. Doug Johnson stated that the issue of the possible sales tax reduction was brought up by YMATS. Council member Barnett stated that he understands that if the sales tax is passed, it also has some tie-in with this motor vehicle excise tax and there won't be anything left under this tax. City Manager Zais stated that it relates to equalization of the sales tax. It does not effect this issue. Dan Newton, Transit Manager, explained the Motor Vehicle Excise Tax which is levied each year based on the fair market value of the cars in the area. Council members discussed the portion of the report which speaks about the establishment of a transportation district. He stated that this feasibility study is county-wide. He stated that the City does not have to participate in the program, however, without the City of Yakima, it would be difficult for a system to operate here. Mr. Johnson spoke about the local survey to be done and how it is to be carried out. He stated that he approached the City's Planning staff to see if there was any interest in carrying out that survey. _Mr. Brandow stated that II/ there are two members of the City staff that will be on the Selection Consultant Task Force to select &firm to perform the feasibility study. 3. DISCUSSION RE FORMING A COUNCIL COMMITTEE TO REVIEW REFUSE SERVICE ODNTRACT PROPOSAL Following discussion, it was the general consensus of the Council that Council members Barnett, Beauchamp and Buchanan would serve on a Council. Committee to review the refuse service contract proposal and Council menber Barnett would serve as chairman. Council member Doty inquired if this would be exclusively a Council ccmmittee. She asked if AFSCME or the Chamber of Ccmmerce would participate in this ammittee. Council member Barnett stated he thought it would be a Council committee and would get input frcm those organizations. Mayor Carmithael stated that the Canrnittee could give a report to Council following their organizational meeting. 1 F JANUARY 26, 1982 BUSINESS MEETING At 3:00 p.m., the Council members canrrenced the regular meeting, Mayor Carmichael presiding, Council members Barnett, Beauchamp, Buchanan, Doty and Moore and City Manager Zais and City Attorney Andrews present on roll call. Council member Sperling absent. 5. INVOCATION The Invocation was given by City Attorney Andrews. 6. CONSENT AGENDA Mayor Carmichael referred to the items placed on the Consent Agenda, questioning whether there were any additions or deletions from either Council members or citizens present. Councilmenher Buchanan requested that Item No. 10 be added to the Consent Agenda. It was the general consensus of the Council that the addition _ of Item No. 10, as requested, be made. The City Clerk then read the Consent Agenda items, including resolutions and ordinances by title. It was MOVED by Doty, seconded by Buchanan, that the Consent Agenda, as read, be passed. Unanimously carried by roll call vote. Sperling absent. *7. MINUTES The Council minutes of December 2, 3, 7 and 8, 1981, were approved, having been duly certified accurate by two Council members and no one present wishing to have said minutes read pubicly. 8. CURRENT STUDY SESSION ITEMS None 9. AUDIENCE PARTICIPATION Assistant City Manager introduced Dave Kohr, Information Systems Manager. *10. STATUS REPORT ON AUTOMATED PROJECT ACCOUNTING SYSTEM FOR PARKS AND RECREATION DEPARTMENT Report accepted. *11. RULES OF PROCEDURE OF YAKIMA CITY COUNCIL (Discussed 1/19/82) RESOLUTION NO. D-4609, A RESOLUTION amending "Rules of Procedure of Yakima City Council". *12. AGREEMENTS WITH THE STATE OF WASHINGTON DEPARTMENT CF TRANSPORTATION FOR PARTIAL REIMBURSEMENT OF COSTS OF IMPROVEMENTS TO VARIOUS PROJECTS RESOLUTION NO. D-4610, A RESOLUTION authorizing and directing the Mayor of the City of Yakima to execute agreements with the State of Washington, Department of Transportation, for partial reimbursement of costs for improving various intersections within the City. *13. ORDINANCE APPROPRIAPTING FUNDS FOR EDA GRANT REIMBURSEMENT (SECOND READING) ORDINANCE NO. 2593, AN ORDINANCE amending the 1982 Budget for the City of Yakima; and appropriating, transferring and re- apprcpriating money within and among various funds and accounts, all as appropriations for the 1982 City of Yakima Budget. 107 JANUARY 26, 1982 *14. ORDINANCE APPROPRIATING FUNDS FOR THE PURCHASE OF FIRE APPARATUS (FIRST READING) An Ordinance appropriating funds for the purchase of fire apparatus, having been read by title only at this meeting, was laid on the table for one week or until February 2, 1982. *15. ORDINANCE AMENDING THE SERVICE INSTALLATION CHARGES FOR WATER METERS (DISCUSSED 1/19/82) ORDINANCE NO. 2594, AN ORDINANCE relating to public services and utilities; specifying water service installation charges; and amending Section 7.68.043 of the City of Yakima Municipal II/ Code. *16. ORDINANCE AMENDING THE CLASSIFICATION AND OWENSATION PLAN RE: PERSONNEL DIVISION ORDINANCE NO. 2595, AN ORDINANCE relating to City personnel; adopting a classification and compensation plan for City employees to be effective February 27, 1982; amending Sections 2.20.100 and 2.20.110 of the City of Yakima Municipal Code. 17. OTHER BUSINESS Dennis Covell, Director of Engineering and Utilities, gave a report on the damage to the dike by the sewer treatment plant, stating that upwards of forty percent of the dike is gone. The Army Corp of Engineers will not get involved or aid in financial assistance unless the dike is breached. It could cost between $25,000 and $50,000 to armor 625 lineal feet of the dike. He stated that staff is looking for riprap supply sources. He stated that if the dike gets worse, staff will cane back to Council to authorize the armoring of the dike. Mr. Covell and Tom Day, Wastewater Treatment Plant Manager, responded to the Council's questions regarding the damage and possible funding to have the dike repaired. Mayor Carmichael announced that Council mamber Doty was elected to the COG Executve board. INFORMATION ITEMS Its of information supplied to Council were: R. W. ADJOURNMENT There being no further business to cane before the Council, it was MOVED by Mbore, seconded by Buchanan that this meeting be adjourned at the hour of 3:30 p.m. Unanimously carried by voice vote.
