HomeMy WebLinkAbout12/17/1981 Adjourned Meeting (2) ccir 2 ADJOURNED MEETING -- JOINT CITY ODUNCIL/ CITY EMPLOYEES CIVIL SERVICE COMMISSION December 17, 1981 The Yakima City Council and the City Employees' Civil Service Commission ffet on this date at 1:30 p.m. in the Council Chambers, Yakima City Hall, for the purpose of discussing the Police Cadet Program'. Council members present were Mawr Betty L. Edffondson, Clarence Barnett, Henry Beaudhamp, Lynn Buchanan, Lyhn Carmichael, Shirley Doty and Don Hinman. Civil Service Commission members present were Mildred McArdle and Ronnie Cheatham. Commission member Ed Rankin absent. Mayor Edmondson stated that the Council has received the status report and minutes of the Civil Service Commission meeting. She explained that the Police Cadet Program has discussed and studied for two years, and reviewed for the benefit of the Civil Service Commission members what has been done to bring it. to the present situation. She stated that the Police and - Fire Civil Service can only cover commissioned officers, and the City Employees' Civil Service covers all other personnel in the Todice Department. The Police Cadets will not be commissioned officers and it is felt that they should be covered under the City Employees' Civil Service. Commissioner McArdle stated that it has not been brought out previously that the Police Cadets absolutely could not be coveted under the Police and Fire Civil Service Commission and their Commission had felt that there was nothing to prevent that Commission from covering the Cadets. City Manager Zais gave the history of the Police Cadet Program noting that the Police Department and the City Council all agreed that is is a good training program and that the people who were successful in going through the training, would have an edge to get into the Police Department - women and minorities in particular. Commissioner Cheatham stated that they were very supportive of the Cadet Program and asked what is the ultimate goal for these Cadets. City Manager Zais answered that it is to get them_on the Police register. Commissioner McArdle asked questions about the study of the proposed Police Cadet Program and where the Council members had discussed putting them -- under the Police and Fire Civil Service or the City Employees' Civil Service. The Council Cunmittee that worked on this program indicated that during their months of study, they had not even thought about this at first, or even considered which Civil Service should cover the Police Cadets. They had been interested at that time in getting the program started. The Commissioners asked if the Police and Fire Civil Service had been approached regarding putting the Police Cadets under that program and it was noted again that the Cadets are not first line police officers. They will be going to school for trainees and the Police and Fire Civil Service covers only commissioned officers and it will not be appropriate that these cadets become a part of it. It was also noted that the police officers want the program -- that they will be doing the training to assist these people to get on the register. - It will ,be a-tlilo-year program. Commissioner McArdle stated that this matter be taken back to the full Commission and that they will continue to have an open mind. Commissioner Cheatham stated that he has a better understanding of the program and the request to put the Cadets under theCity Employees' Civil Service. No action was taken on this matter at this time by-eithet'the City Council or the City Employees' - Civil Service Commission. The Commission will discuss it with the full Civil Service Commission and report back to the City Council.
