HEARING ON JOINT URBAN AREA PLAN
The City Council met in session on this date at 7:30 p.m. at the Yakima
County Courthouse; Mayor Hodkinson, Mayor of Union Gap, opened the
meeting. Present were Yakima City Council Members, Clarence Barnett,
Lynn Carmichael, Shirley Doty and Don Hinman. Edmondson, Buchanan and
Beauchamp absent. Also present were County Commissioners, Chuck
Klarich, Graham Tollefson and Jim Whiteside, Union Gap Council Members
Kurt Layman, Al Thomlinson and Al Molineux.
Mayor Hodkinson stated that the purpose of the hearing is to take public
testimony. Mark Hinthorne of the County Planning staff gave - a brief
review of the Urban Area Plan using flip charts, on the subjects as
follows: 1) Plan Purpose; 2) Plan Sections; 3) Utilities; 4) Optimal
Land Use Plan; 5) Development Trends Map; 6) Important Changes; 7) Map
showing Yakima Urban Area; 8) Annexation (approval to annex except agree
to 5-year delay before annexation.) He also referred to the Draft II
Supplement reviewing the text and map changes, development trends recap
and new Urban Area Boundary, goals and policies of the Plan, process for
amending the urban boundary, summary of the annexation process, the
City's Ordinance on Sanitary Sewer Capital Recovery Charge and the
additional changes recommended by the citizens.
Mayor Hodkinson then opened the hearing to the public. Answering the
questions as they were presented by the public were Dick Anderwald,
County Planning Director; Larry Wright, Acting Director of Community and
Economic Development; County Ccmmissioners, Union Gap and Yakima City
Council members and Mayors. Those present voicing opinions and asking
questions regarding the Urban Area Plan were: Dan Lee, 2804 S. 1st
Avenue; Charles Riemcke, Board of Realtors; Glenn Rice, 4401 Drake
Drive; Emil Roberts, 612 N. 20th Avenue; Forbes Mercy, representing
Committee in Favor of Urban Area Plan; Don Mite, 3907 W. Walnut; Frank
Glaspey, Jr.; Phil Hazen, Central Washington Home Builders Association;
Tye Logan; Larry Evans, West Valley Area; John Klingele, 1312 W. Walnut;
Ron Cameron, 6907 W. Lincoln; Kara Kondo; and Lee Campbell, builder.
The public portion of the hearing was then closed. County Commissioner
Klarich proposed to the County Commissioners that they continue this
hearing and set their own hearing for consideration of adopting the plan
on December 15, at 11:00 a.m. He referred to a request by some West
Valley people during the public hearing, for a moratorium on the Plan
and stated that he feels that a moratorium on the total project is out
of order at this time and recommends that this not be approved. He
further state that a moratorium on the project would hinder the other
areas and the West Valley people still have the opportunity to do what
they want -- this is just a Plan and they have that option.
After further discussion, Mayor Hodkinson noted a motion from the Union
Gap City Council to move and second to consider this document at their
next regular Council meeting, December 14, 1981 at 7:30 p.m.
Unanimously carried.
It was MDVED by Yakima City Council member Carmichael, seconded by
Hinman that the City Council continue with this matter of the Urban Area
Plan to a regular meeting of December 8, 1981 and draw up the proper
legislation for consideration at that time for the December 15, 1981
agenda. Unanimously carried by voice vote. Edmondson, Buchanan and
Beauchamp absent.
It was MOVED by Commissioner Tollefson, seconded by Whiteside to con-
tinue this hearing to their meeting on December 15, 1981 at 11:00 a.m.
Unanimously carried.
It was then MOVED by Yakima City Council member Barnett, seconded by
Carmichael to adjourn this meeting of the Council to meet on Monday,
December 7, 1981 at 1:30 p.m. at Yakima City Hall for budget review.
Unanimously carried by voice vote. Edmondson, Buchanan and Beauchamp
absent.
